OSPS News ~ One payroll OAM placed out for comment

Good afternoon,

We have released one final Oregon Accounting Manual (OAM) payroll policy as out-for-comment and we're seeking feedback. The OAM policy listed below includes a highlight of some of the changes, which I'm adding in lieu of a track changes document. Given the changes in format that have occurred, the track changes document is challenging to follow in my opinion. However, if you would like a copy, I'm happy to share it directly with you.


  *   45.35.00 Payroll: Review of Gross Pay Adjustments<https://www.oregon.gov/das/Financial/Acctng/Documents/45.35.00%20Review%20of%20Gross%20Pay%20Adjustments%20-%20DRAFT.pdf>
     *   Updates OAM policy format, renumbers and verifies references/authorities.
     *   Reference/Authority:
        *   Added new authorities for electronic approvals from ORS 84.004, 84.013, and 84.019.
        *   Added a reference to OAR 166-300-2025 for record retention.
        *   Added a reference to OAM 10.10.00<https://www.oregon.gov/das/Financial/Acctng/Documents/10.10.00.po.pdf> Internal Control: Management's Responsibilities.
     *   Statement: A new statement was added to provide purpose and clarity to the policy.
     *   Definitions: Added a definition for "employer agency".
     *   Applicability section: Added language from OAM 01.05.00<https://www.oregon.gov/das/Financial/Acctng/Documents/01.05.00.pdf> to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
     *   The biggest change in this policy is the removal of the tables associated with the procedure before the Workday Payroll System.
     *   Throughout the policy, the report named "Gross Pay Adjustment" has been replaced by "Pay | Payroll Input Details" which is found in the Workday Payroll System.
     *   Language throughout the policy has been updated to clarify roles and ensure the original intent of the policy for compliance with internal control and separation of duties within the confines of the new Workday Payroll System and procedures.

Those changes listed above are what I believe the highlights to be, but I'm hoping you'll review the proposed OAM in its entirety when providing feedback.
