Good morning Section 218 Employers;
Over the course of the prior four weeks, five employer training sessions were conducted around the state. Questions were asked by attendees that required additional research. Below you will find those questions and the corresponding responses. Answers have been provided by Chris Cox of the Oregon Department of Revenue and Ashli Machado of the Oregon Employment Department.
DOR Questions:
1. Is it possible to store the employer's bank info for repeated use in garnishment transactions? Yes, if you have your payment saved for your OTC/STT payments you can use the payment channel for garnishment payments.
Follow the these steps once logged in: From the ROL Home screen click on Setting, then click on payment channel tab, click on Garnishment access account. From there you can set up a new payment channel or add it to an existing one.
2. Is there the ability to view payment history for Unemployment Insurance and Workers Benefit Fund? These payments go to OED and DCBS. DOR collects the money and sends it to the external sources and, therefore, there is no history on ROL because there is no account types for these programs on ROL. You can go into each payment on ROL and see how the funds are allocated.
3. Where do things currently stand in having the garnishment response on ROL for employees 'printable'? There is a ticket to allow employers to do this. I am not sure how long it will take.
4. When the change to ROL to allow the garnishment response to be printed is completed will it have the employee's name and/or reference number? I sent this off to IT in hopes of adding it to the current ticket.
5. For final payment of a wage garnishment, how do you process it when there are more dollars owed than show on ROL? ROL currently will not allow you to pay more than the current balance. There is a ticket to change that. I am not sure how long it will take.
6. How frequently is the Garn balance updated on ROL? The balance is updated nightly. If you have concerns that the balance is not what you think it should be please call 503-945-8200. There is a ticket in place to have the balance correct for all garnishments. Currently garnishments where the employee was sent to collection agency do not show the correct balance on ROL. That is being worked on.
OPRS Questions:
1. Can you add multiple bins to a registration or must they be added one bin at a time?
Yes, you can add up to 10 BINs at a time during the registration process for affiliation. If someone has more than 10 BINs we have a backend process to assist them, as long as they contact us we can get that request handled.
2. Does the administrator have to approve multiple bin user requests or just one?
The administrator can approve as many requests for a user as are submitted for the BIN in question. There is no limit on how many BUs or BAAs can be on the account.
3. With the change from OTTR, will the 132 report allow for more than three digits in a quarter? (Question raised by an employer which has staff working in excess of 999 hours in a quarter.)
The Form 132 does not allow for more than 3 characters and that is because the hours listed on that form are purely for research purposes. The total hours for the quarter are reported on the OQ for the Workers Benefit Fund Assessment.
4. Will OPRS upload the exact title for 132? OTTR requires that the header must be exact. Will OPRS be consistent with this?
I need more clarification on this question. The form is labeled as the Form 132 in the system.
5. Will the data pull over for Form 132 from previous electronic filings?
Yes.
6. For UI purposes, will excess wages be pulled over from OTTR?
All previous electronic payroll for the last 6 years will be available in OPRS. Any excess wages reported will show on the reports.
7. Can a 'user' in OPRS promote to an administrator? Can an administrator delete another administrator?
A User can promote to a Business Access Administrator(BAA) at any time so long as they have the information to affiliate. An Administrator can delete User access at any time. Administrators can be removed from an account so long as there is a backup BAA in place to manage the account.
