Monday, the State's Fiscal Office released this report Federal-Impact-HR1-Initial-Analysis.pdf<https://www.oregon.gov/das/Financial/Documents/Federal-Impact-HR1-Initial-Analysis.pdf> detailing the loss of federal funding from various state agencies. It includes the potential [loss of] $2.5M LSTA funds from the State Library starting in FY27. This initial analysis provides information, but does not change the state's budget. That has to be done by the state legislature.

This is one of many scenarios playing out right now; as shared previously the Senate has started the process to add LSTA funding back into the federal FY26 budget. [Recall that the President's proposed budget only includes enough IMLS funding to sunset the agency. Also, note that this stage of the Senate's proposed budget reinstates not just the IMLS/LSTA funding but much education funding as well. - Jen]
Congress is recessed until September, so all work is paused at the moment. The House is expected to take up the FFY26 budget next month as well, but there is a strong likelihood that Continuing Resolutions will be utilized [if all involved cannot come to agreement before the mandatory federal budget deadline]. We may not know the final outcome of FFY26 budget for several months. The past few years it's been April before the process has been finalized. [Recall that the current allotment of LSTA money will fund programs and statewide projects through June 2026 and will fund the 6.7 FTE of State Library positions that are paid with LSTA money through September 2026. - Jen]
