Please pardon the cross-posting. Hi, folks. Below is an update from Wendy Cornelisen, State Librarian. As a reminder, the Institute of Museum and Library Services (IMLS) is the federal agency through which we receive the annual Library Services and Technology Act (LSTA) federal grant allotment that funds OSLIS, the statewide databases, Answerland, most staff in Library Support, and much more. Questions? Please ask. - Best, Jen (Jen Maurer, School Library Consultant, State Library of Oregon, jennifer.maurer at slo.oregon.gov<mailto:jennifer.maurer at slo.oregon.gov>)

Subject: [oasl-all] IMLS Updates: April 2026

Hi all,

Hope your week is off to a good start!

[Background: President Trump issued an executive order in March 2025 that called for sunsetting several agencies including the IMLS. That set off a string of lawsuits which the federal government lost but then appealed.] I have good news to share: the federal government has dropped their appeal in the IMLS portion of the Rhode Island vs. Trump case<https://law.justia.com/cases/federal/appellate-courts/ca1/25-1477/25-1477-2025-09-11.html>. It is my understanding that leaves the permanent injunction against the March 2025 executive order in place for IMLS, the federal agency that gives the State Library funding, no matter what happens with the other two agencies listed in the lawsuit.

The other news to share, which was 100% expected:
The federal executive branch issued their proposed budget for IMLS on Friday. Yet again, the Trump Administration has requested that Congress eliminate all federal funding for library services. See PDF page 56 of this document<https://www.whitehouse.gov/wp-content/uploads/2026/04/oia_fy2027.pdf> for the specifics. This marks the 6th year of such funding proposals from the Trump administration. Every single time Congress has kept adding funds for America's libraries.

Dear Appropriators letters for LSTA funding [to be included in the next federal budget] were signed by all of Oregon's Congresswomen in the House. Senators have until next Friday<https://www.ala.org/advocacy/federal-resources/fund-libraries>, April 17 to sign.

Please let me know if there are any questions.

Thanks,
Wendy
