Good morning!

Attached is the latest news and updates from the State Board of Towing:

Notice of Public Meeting:
The State Board of Towing is hosting a public Board Meeting to conduct Board business on October 29, 2024.

The public session is expected to start at 1:00 p.m. and continue until 4:00 p.m.

There are a larger number than usual in-person public seating spots available; RSVP for in-person attendance is required.

Board Planning Session:
The Board will focus on its 2025 road map and identifying its next projects and priorities.

Public comments, written statements, and general thoughts submitted by close of business on October 25th, 2024 will be included in the public work session discussions.

Notice of Adopted Public Policy:

  *   The Board adopted the attached Public Policy on administering ORS 822.200 operating an illegal tow business during the October 1, 2024 public meeting.
  *   The Board will review submitted complaints using the attached public policy, and will consider further clarification or adoption of administrative rules as needed.
  *   In summary:

  1.  The tow business certificate requirement is based on the use and purpose of the vehicle, not on the original design of the vehicle, attachments, and modifications.
  2.  If a vehicle is used as a tow or recovery vehicle for compensation or as part of a business operation, it must have a tow business certificate and TW plate as required by ORS 822.200 and DMV administrative rules.
  3.  Vehicles used exclusively for repos, salvage, insurance contracts, and vehicles that may be occasionally called into service for tow or recovery operations (even if the primary use of the vehicle is not tow or recovery) must have a tow business certificate matching the name on the vehicle registration/title.
  4.  If the tow vehicle is leased, the lessee (not the lessor) must qualify for tow/recovery registration and must be shown on the title.

Complaint database/case management system:

  1.  The Board's complaint/case management system is currently in the final implementation and testing stages.
  2.  An announcement will be made when the CMS is fully operational.
  3.  Until then, emailed complaints will be accepted at info at towboard.oregon.gov
