SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

***Smoke management has ended weekend forecasting for the fall burning season. Today's forecast will include instructions for both Saturday and Sunday. Please call this afternoon if you want to seek waivers from today's instruction for the weekend.***
1. DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638
Upper level ridge will continue to build over the state tomorrow as an upper level low digs to the south several hundred miles to the west and southwest of the state. Southerly flow aloft will stream some mid and high clouds into the region bringing a risk of a few sprinkles or snow flurries. Otherwise, expect mostly dry and fair conditions with some patchy fog in the valleys during the morning hours. Air mass will be stable and wind flow light easterly, making for poor smoke dispersion.
OUTLOOK (SUNDAY - TUESDAY):
Upper level low drops southward to just off the southern California coast and will continue to stream clouds over the state with a continued chance of light showers. Upper ridge gradually moves to the east. Air mass will remain stable with continued offshore flow. This low gradually dissipates Sunday and Monday but another low moves in to the west of the state by Monday. Air mass will remain stable and will also dry out some. Low will move closer by Tuesday to bring a front just offshore and increase the chance of clouds during the afternoon and evening. Wind flow will increase from the south and improve mixing and smoke dispersion.
2. DISPERSION
SATURDAY
Zone 630 and 632:
Mixing height below 1000 ft during the morning. Afternoon mixing height rising to 1000 - 2000 ft then lowering below 1000 ft during the evening.
Transport wind NE to E at 4 - 8 mph.
Surface wind light and variable and controlled by local terrain.
Zone 633 - 638:
Mixing height below 1000 ft during the morning. Afternoon mixing height rising to 1000 - 2000 ft then lowering below 1000 ft during the evening.
Transport wind light and variable and controlled by local terrain.
Surface wind light and variable and controlled by local terrain.
OUTLOOK:
SUNDAY
Mixing height below 1000 ft early, rising to 1000 to 1800 ft during the afternoon. Transport wind ESE to S at 5 - 9 mph during the morning becoming ESE to SSE at 10 - 18 mph during the afternoon. Surface wind light and variable during the morning becoming ESE to SSE at 6 - 10 mph during the afternoon.
MONDAY
Mixing height below 1000 ft early rising to 1000 to 1700 ft by late morning and through the afternoon. Transport wind SSE to SSW at 9 - 15 mph. Surface wind SE to SSW at 6 - 12 mph.
TUESDAY
Mixing height below 1000 ft early rising to 1000 to 2000 ft by late morning rising to 2000 to 3000 ft during the afternoon. Transport wind SSE to S at 18 - 32 mph during the morning becoming SSE to SSW at 22 - 38 mph during the afternoon. Surface wind SE to S at 10 - 18 mph.
3. BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638
The following considerations should be adhered to in addition to
the requirements of the Oregon Smoke Management Plan. These
Instructions are valid for burning conducted on Saturday and Sunday, December 4 and 5, 2010.

For Saturday:
Zone 630 and 632:
Unfavorable burning situation due to very poor smoke dispersion. Delay ignitions until 10 a.m. Avoid ignitions within 20 miles to the NE through SE of SSRAs. For units that will smolder significantly through the night avoid burning within at least 35 miles to the NE through SSE in or near drainages leading to SSRAs. Verify transport winds away from SSRAs if burning in any other direction. Recommend against burning units that will smolder significantly overnight. Complete ignitions by 2:30 p.m.
Zone 633 - 638:
Unfavorable burning situation due to very poor smoke dispersion. Delay ignitions until 10 a.m. Avoid ignitions within 20 miles to the E through S of SSRAs. For units that will smolder significantly through the night avoid burning within at least 35 miles to the E through SSW in or near drainages leading to SSRAs. Verify transport winds away from SSRAs if burning in any other direction. Recommend against burning units that will smolder significantly overnight. Complete ignitions by 2:30 p.m.
For Sunday:
Delay ignitions until 10 a.m. Avoid ignitions within 20 miles to the ESE through S of SSRAs. For units that will smolder significantly through the night avoid burning within at least 30 miles to the ESE through S in or near drainages leading to SSRAs. Complete ignitions by 2:30 p.m.

numbers to discuss daily burning. For large burns (over
2000 tons) or burns extending over a considerable period,
please request a special forecast. Avoid calling before
8 a.m. and between 2 to 3 p.m.
