SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

NOTE:  With the wind-down in fall burning this office will terminate the daily forecasts and instructions until spring burning commences in the spring.  As always, if you have questions or need information and smoke clearances please call the forecaster line at 503-945-7401 anytime Monday through Friday 7:30am to 5:00pm





1.  DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638


    TUESDAY

Upper air charts show a deep low pressure circulation centered about 750 miles west of Oregon on Tuesday.  An upper ridge lies along a line from Nevada through northern Idaho.  A Pacific frontal system will rotate around the offshore low but the high aloft to the east will protect the region from precipitation until overnight Tuesday or even Wednesday morning.  However the ridge will help suppress maximum mixing heights and ventilation conditions will remain poor.

    EXTENDED OUTLOOK (WEDNESDAY - FRIDAY)

The upper low rotates into the northern Gulf of Alaska on Wednesday and flow over the region veers to more southwesterly. Mixing heights generally improve but only to marginal smoke dispersal conditions most areas. On Thursday warmer air aloft stabilizes the atmosphere and ventilation conditions deteriorate to poor.  A minor upper level disturbance well to the north should allow for higher maximum mixing heights, thus improving ventilation conditions to fair.



2.  DISPERSION



TUESDAY



Zone 630 and 632:

Mixing height 1000 - 1900 ft throughout the day.



Transport wind SSE to SSW at 19 - 33 mph.



Surface wind SSE to SSW at 10 - 18 mph throughout the day.

Zone 633 - 638:

Mixing height 1200 - 2200 ft throughout the day.



Transport wind SE to SSE at 12 - 22 mph during the morning.  Transport wind increases to SE to S at 16 - 30 mph during the afternoon and evening.



Surface wind SE to S at 9 - 15 mph.



OUTLOOK:



WEDNESDAY

Mixing height 1600 to 2600 ft during the morning rising to 2200 to 3200 ft during the afternoon.  In the west transport wind SSW to SW at 22 - 40 mph during the morning becoming SSW to SW at 18 - 30 mph during the afternoon.  In the east transport wind S to SW at 15 - 25 mph during the morning becoming SSW to SW at 10 - 16 mph during the afternoon.  In the west surface wind S to SW at 12 - 24 mph.  In the east surface wind S to SSW at 10 - 16 mph during the morning becoming S to SW at 6 - 10 mph during the afternoon.



THURSDAY

Mixing height below 1000 ft during the morning rising to 1300 to 2300 ft during the afternoon.  Transport wind SSE to SSW at 4 - 8 mph.  Surface wind SSE to SSW at 4 - 8 mph.



FRIDAY

Mixing height below 1000 ft early rising to 2500 to 3500 ft by late morning and through the afternoon.  Transport wind WSW to NW at 4 - 8 mph.  Surface wind WSW to NW at 4 - 8 mph.



3.  BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638

    The following considerations should be adhered to in addition to

    the requirements of the Oregon Smoke Management Plan. These

    Instructions are valid for burning conducted on Tuesday, December 7, 2010.

Zone 630 and 632:

Unfavorable burning situation due to very poor smoke dispersion.  Delay ignitions until 10:00am.  Avoid ignitions within 20 miles to the SSE through SSW of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 35 miles to the SSE through SW in or near drainages leading to SSRAs.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 2:30pm.



Zone 633 - 638:

Unfavorable burning situation due to very poor smoke dispersion.  Delay ignitions until 10:00am.  Avoid ignitions within 20 miles to the SE through S of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 35 miles to the SE through SW in or near drainages leading to SSRAs.  Recommend against burning units that will smolder significantly overnight.  Complete ignitions by 2:30pm.

    The smoke management forecaster is available at (503)-

    945-7401. Please call this number and not individual's

    numbers to discuss daily burning.  For large burns (over

    2000 tons) or burns extending over a considerable period,

    please request a special forecast.  Avoid calling before

    8 a.m. and between 2 to 3 p.m.
