SMOKE MANAGEMENT FORECAST AND INSTRUCTIONS

1.  DISCUSSION AND FORECAST FOR NORTHEAST FORECAST AREA ZONES 630-638



    SATURDAY


An upper-level trough will slowly move across eastern Oregon with one disturbance exiting to the east and another, weaker, system dropping into the trough west of the Cascades.  That will minimize the shower threat.  However, the air mass will remain cooler than normal with at least partly cloudy skies and northwesterly transport winds.  Smoke dispersal conditions should be good.

    OUTLOOK (SUNDAY-TUESDAY)

A drier and progressively warmer northwesterly flow aloft is forecast for Sunday and Monday, as the upper-level trough progresses east of the region.  Under mostly sunny skies, temperatures will recover to near normal with transport winds turning more northerly by Monday. By Tuesday an upper-level ridge is forecast to build strongly enough over the region to turn the transport winds northeasterly.  Temperatures should warm to above normal under mostly clear skies. The offshore flow will likely continue through Wednesday, and possibly into Thursday, with temperatures continuing to warm, as the surface thermal trough shifts into eastern Oregon.  Smoke dispersion should be good during the period, although transport winds may become light by Wednesday.


2.  DISPERSION



SATURDAY

Mixing height below 1000 ft early rising to 3500 - 4500 ft by late morning.  Afternoon mixing height rises above 5000 ft then lowers to 3000 - 4000 ft during the evening.



Transport wind light and variable and controlled by local terrain during the morning.  Transport wind increases to NW to N at 6 - 10 mph during the afternoon and evening.



Surface wind light and variable and controlled by local terrain during the morning.  Surface wind increases to NW to N at 6 - 10 mph during the afternoon and evening.



OUTLOOK:



SUNDAY

Mixing height below 1000 ft early rising to 3500 to 4500 ft by late morning rising above 5000 ft during the afternoon.  Transport wind light and variable during the morning becoming WNW to NNW at 10 - 16 mph during the afternoon.  Surface wind light and variable during the morning becoming WNW to NNW at 8 - 14 mph during the afternoon.



MONDAY

Mixing height below 1000 ft early rising to 3700 to 4700 ft by late morning rising above 5000 ft during the afternoon.  Transport wind WNW to NNW at 4 - 8 mph during the morning becoming NNW to NNE at 8 - 12 mph during the afternoon.  Surface wind light and variable during the morning becoming NNW to NNE at 6 - 10 mph during the afternoon.



TUESDAY

Mixing height below 1000 ft early rising to 4000 to 5000 ft by late morning rising above 5000 ft during the afternoon.  Transport wind NNE to ENE at 4 - 8 mph.  Surface wind light and variable.



3.  BURNING INSTRUCTIONS FOR NORTHEAST OREGON ZONES 630-638

    The following considerations should be adhered to in addition to

    the requirements of the Oregon Smoke Management Plan. These

    Instructions are valid for burning conducted on Saturday, July 3, 2010.

Avoid ignitions within 10 miles to the W through NNE of SSRAs.  For units that will smolder significantly through the night avoid burning within at least 15 miles to the W through NNE in or near drainages leading to SSRAs.

    The smoke management forecaster is available at (503)-

    945-7401. Please call this number and not individual's

    numbers to discuss daily burning.  For large burns (over

    2000 tons) or burns extending over a considerable period,

    please request a special forecast.  Avoid calling before

    8 a.m. and between 2 to 3 p.m.
