This is a full-time, job rotation and is represented by a union. The duration of this position is expected to last 24 months(4/1/2026). Limited duration positions are benefit eligible. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.


What will you do?
As a Research Analyst, you will work independently and with a collaborative team to support the provision of high-quality, patient-centered reproductive health services within the program's clinic network. The person in this role will perform the following duties:

  *   Conduct data analysis projects that assess quality of care and health equity within the Reproductive Health Program's clinic network.
  *   Manage the Reproductive Health Program's large claims datasets and conduct monthly validation and quality assurance activities.
  *   Conduct monthly claims processing activities and work with fiscal staff to ensure accurate reimbursement for clinical services.
  *   Work with partner clinics to provide training and technical assistance related to data collection and claims policies and requirements and provide support around data and claims submission.

The person in this position may also perform the following duties:

  *   Support activities to migrate the Reproductive Health Program's enrollment and claims processing systems into the ONE Eligibility System and MMIS.
  *   Work with clinics and Electronic Health Record vendors to implement changes to the Reproductive Health Program's clinical data collection.
  *   Help implement Non-Emergent Medical Transportation services.

Minimum Qualifications:



A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.



Desired Attributes:

  *   Experience analyzing and/or managing large medical/clinical data sets including medical claims.
  *   Ability to organize and present data and information clearly and concisely in verbal and written form to a wide range of audiences.
  *   Knowledge of clinical reproductive health services.
  *   Experience with quality improvement in a health-related setting.
  *   Experience with Electronic Health Records systems.
  *   Knowledge of medical billing and coding.
  *   Experience using data management and statistical software such as SPSS or SAS, including writing syntax.
  *   Experience developing data visualizations using Excel and/or Tableau.
  *   Proficient in Word, Excel, Outlook, PowerPoint, and Teams.




Working Conditions:

The work of this role may be conducted remotely with full access to the needed operating systems and technology. There may be occasional times when the work will be conducted on-site, at 800 NE Oregon Street, Portland, Oregon. Requires occasional in-state travel to meet with other state agencies, local health departments, schools, state partners and to attend grant related meetings or trainings. Rare out-of-state professional development/training.
