[Utilities_fit] Utilities FIT 8/31/22 Meeting Summary

Hello all,
Thanks to those who attended today's meeting. I'll start by apologizing that we were cut off at the one hour mark due to the account I was using. That's one way to keep meetings ending on time, I guess! I will figure it out better for next time.
Below is a summary of the meeting. Sorry if I missed any important points. It's difficult to run the meeting, listen, and write everything down, I discovered!
Due to the work we have ahead of us (the inventory spreadsheet, and essentially coming up with a new data element list) I would like to schedule monthly meetings for the next two months. I would like to hold them the last Thursday of September/October at 10am, so please save those dates. Based on today, we may need to set aside an hour and a half.
A quick summary of other action items:
* Are there other business uses that were not represented in the survey results among your peers and contacts? If so please send them my way.

* Please help me fill out the attached spreadsheet with GIS contacts for all the state electric/gas utilities.

Review of Framework Data Element Management Guidelines:
Important points are:
* Must demonstrate multiple well-defined business uses/users.
* Can be reasonably assembled if adequate resources provided.
* Should not be a wish list.
* It was asked what is the definition of "adequate resources". Rachel urged us to use the reasonable person test and our best judgement.
Review of Current Data Element List:
* Many are actually multiple datasets.
* Lack of work around business uses/feasibility.
* Looks like a wish list.
* Needs a complete revamp.
Update on Existing Data:

* Existing data on the OSDL: power lines, substations.
o None of the existing datasets actually fulfill completely one of the current data elements-they would be included in a couple of them.
o Both are initiated by ODF.
o Arthur said power lines is an essential dataset used for wildland fire, and is currently being updated, based on HIFLD and a Digital Vertical Obstruction file from NIFC.
o Substations has not been updated in some time, as ODF has no real use for it.
* PUC also has electric (and gas?) utility service areas, maybe other data?
Business Needs Survey Results:
* Contacted some responders for additional info.
* Interpreted responses into potential data elements using the FGDC Utilities Data Content standard to try and group items.

* Counted number of stated business uses/users for potential elements.
* Brief assessment of feasibility based on what I know:
o 2000 water providers/800 telecom providers
o Maybe only very macro electric/ gas/oil layers are actually feasible?
* Some great idea that other people had:
o While fine detail data such as water meters may not be feasible, perhaps water service areas may be? Same for sewer, etc
o Scale up datasets to more macro features with less updating frequency, for example primary electric distribution line, vs. secondary/service line.
o Parcel level data for utility service could be a proxy for meters.
o Do service areas align with special taxing districts?
* Are there other business uses that were not represented in the survey results?
o DCLD/DOGAMI were mentioned for their multi-hazard assessment needs.
At this point the meeting abruptly ended, so here are the remaining things I wanted to go over:
Current & Future Work:
Data Inventory
* Inventory document needs to be completed by November.
* Should be quick to fill out for current elements, as business uses/feasibility not demonstrated.
* Need to add new elements based on survey and feasibility assessment.
* Over the next two monthly meetings I would like us to come up with a new list of data elements.
Building the team
* Team members helping to build team based on their own contacts and who would be useful addition.
* Representatives of all utility sectors, PUC, other agencies that might hold data, stakeholders.
o Getting Business Oregon's new GIS person onboard, once hired-state broadband mapping effort.
* Forward to me or direct to the FIT page to join the listserv.
Building a list of utility contacts
* Team members helping to build contact lists based on their own contacts.
* I have created a spreadsheet and I would love help filling in the gaps or making corrections. It is attached.

* Fall Framework Forum, October 20th, full day, Salem area, lunch provided. Save the date.
* Expect quarterly meetings after October.
