[Utilities_fit] 2022 Framework Inventory Draft

Hello Utilities FIT,

Attached is an excel document containing the (draft) completed 2022 Utilities Framework Inventory. It's a list of the current utility framework elements, with an assessment of each one's status, etc. This is the purpose for our frequent meetings over the last few months-to gather input and feedback about the appropriateness of the current list and to propose changes.

The first 18 elements (those with unique IDs assigned) are the current elements. The proposal is that they should be essentially thrown out, and replaced with a new list that better meets the guidance criteria. The new list is the last 19 elements (those that are not assigned unique IDs).

As a reminder, the framework data element guidelines document gives the following guidance:

1)      The list is not intended to be a wish list of geographic data.

2)      Each element must have multiple well-defined business uses.

3)      Each element must be reasonably attainable with a realistic amount of effort or funding.

As you've probably gathered, utility GIS data is a somewhat difficult case, as the data custodians tend to be individual utility providers, and there are few, if any, official state data stewards. Essentially it's either going to take mandates, or an increase in resources to allow agencies to step up and take on stewardship roles. Thankfully, we only have to imagine a situation where there is a realistic amount of effort or funding.

I welcome any and all corrections, input, feedback, comments, or contributions of any kind on this document. It's due for final completion by 11/30/22.
