Welcome to BeyondGreen, a newsletter supporting sustainability champions across Oregon's state agencies with news, tips and resources. This internal newsletter complements the DAS Sustainability Quarterly, which shares sustainability news from Oregon state government with an external audience.

[Energy efficiency]Agencies directed to purchase energy and water efficient equipment

Governor Brown issued Executive Order 17-20 in November 2017, including a directive that all state purchased equipment must meet high-efficiency energy and water specifications. The requirement applies to equipment purchased by state agencies that is used inside of state owned buildings. The equipment categories include:

•  Appliances
•  Electronics and IT equipment
•  Food service
•  HVAC
•  Lighting
•  Water and plumbing

While DAS Procurement Services works to update its applicable price agreements, all agencies planning to purchase energy or water-using equipment inside buildings should now be following the standards listed on the DAS Sustainable Procurement web site<https://www.oregon.gov/das/OPM/Pages/sustainable-requirements.aspx>.

[epeat]DAS Procurement wins green electronics award

Late this summer, the Green Electronics Council awarded DAS Procurement Services with an EPEAT Purchaser Award in recognition of DAS purchases of more sustainable electronic products.

DAS Procurement Services was one of just 75 public and private organizations from around the world to receive the award, achieving the second-highest level of performance with a “four star” rating out of five stars. The EPEAT rating – which stands for Electronic Product Environmental Assessment Tool – is applied to electronics manufacturers to assess elements such as toxics, recyclability, greenhouse gas emissions, and more.

The DAS Sustainability Program has created an online library for sustainability resources accessible to all agencies to use to support their sustainability efforts. The library contains articles, tools and tips for a wide variety of topics, from climate change and composting to fleet, waste and water. [Ecochallenge Logo]Join the October people’s ecochallenge



The People’s Ecochallenge is running from October 7-28. It’s free to participate, and you and your staff can sign up to commit to actions that will help save energy, use water efficiently, reduce waste and more.

If you’re telecommuting, you can pledge to take actions at home, or if you’re working in the office you can take actions there. Serving more than 860,000 people each year prior to COVID-19, Oregon Food Bank’s network of 1,400 pantries and meal sites are driven by donations of fresh produce, protein, dairy and other pantry staples. Yet the pandemic has added a host of new challenges to food distribution systems here in Oregon and across the country — disrupting industry and volunteer-led operations alike.

[Biodiesel]Renewable diesel lowers agency greenhouse gas emissions

A state of Oregon bulk fuel price agreement gives agencies and Oregon Cooperative Procurement Program members access to renewable diesel<https://afdc.energy.gov/fuels/emerging_hydrocarbon.html> to replace traditional diesel or biodiesel blends. Often called “green diesel”, biodiesel and renewable diesel are both derived from living biomass sources but have differing refining processes. Because of this difference, renewable diesel is chemically identical to petroleum diesel and can be used at higher percentage blends than biodiesel. Specifically, agencies have access to R99, meaning the fuel is comprised of 99 percent renewable diesel and one percent petroleum diesel, as opposed to B20, which is 20 percent biodiesel and 80 percent petroleum diesel.

Between September 25, 2019 and August 18, 2020, DAS Fleet and Parking Services purchased and distributed to agencies a total of 107,914 gallons of R99 from our Salem Motor Pool fuel island, which reduced greenhouse gas emissions by 1.9 million pounds compared to B20, and 2.1 million pounds compared to B5.

DAS EO 20-04 report is live

As directed by Executive Order 20-04, in September DAS published a report documenting how the agency is planning to integrate climate into its policies, programs and budgeting. The report covers fleet, procurement, IT, real estate, construction and more, affecting not just DAS but also collaborating agencies.

The age of electric cars is arriving ahead of schedule

Battery prices are dropping faster than expected. Analysts are moving up projections of when an electric vehicle won’t need government incentives to be cheaper than a gasoline model.
