Marine Board Approves Grant Increase, Other Items

              The Oregon State Marine Board approved an increase in grant funding to Metro at their quarterly Board meeting held on January 10 at the Portland Expo Center.
            Metro requested an increase for the M. James Gleason Parking Lot and Restroom Construction Project in order to help cover higher than anticipated costs for the final phase of construction, an additional $250,000 in state boater funds and $5,000 in federal Clean Vessel Act funds combined with another $75,000 from Metro and an additional $75,000 in federal Sport Fish Restoration funds pledged by the Oregon Department of Fish and Wildlife.  The total project is $1.8 million.  Work is scheduled to begin January 14 and will improve the parking lot, create on-site stormwater treatment and add permanent flush restroom facilities.  The site will be closed during construction but boat launching and parking are available at nearby Chinook Landing located at 22300 NE Marine Drive, across from Blue Lake Regional Park.  The project is expected to be complete by spring, according to Metro.
            The Board also approved the City of Portland's request to re-pay grant funding they received from the Board to make repairs to the Riverplace docks on the Willamette River.  The City managed the docks for uses other than strictly serving recreational boaters, which resulted in non-compliance with the grant requirements.  The Board accepted the proposed repayment by the City of Portland for $237,499.84 in state boater funds and $49,833.26 in federal Tier One Boating Infrastructure Grant funds. Repayment of these funds terminates the grant.  These funds will be applied to future grants.
            The Marine Board also recognized the following boating facility partners for their outstanding performance in 2011-2012:

*       Outstanding Boating Facility Maintenance: City of Coos Bay, Randy Dixon, Operations Superintendent;

*       Outstanding Boating Facility Grant: Port of Arlington, Peter Mitchell, Port Manager

*       Professional Service Award: Don Mann, General Manager, Port of Newport.

Director Brewen, staff and Board members also recognized Boating Safety Program Manager Marty Law for his 33 years of service at the Marine Board.  Law started with the Marine Board as an intern in 1979, and later became the outreach coordinator, then the Mandatory Education Program Manager, and finally, the Boating Safety Section Manager.  His contributions to boating safety are nationally renowned and put Oregon on the map as one of the first states to implement a mandatory education requirement for boaters who operate motorboats over 10 hp.  Captain Daniel LeBlanc presented Law with the Meritorious Public Service Award from the District 13 Coast Guard Commandant, which is only given to individuals who have distinguished themselves in supporting the Department of Homeland Security United States Coast Guard's mission in recreational boating safety.  The award read in part, "Throughout his long and distinguished career, Mr. Law remained a strong, dedicated and vocal advocate of boating safety issues and education.  Mr. Law's devotion to serving the boating public is most heartily commended and is in keeping with the highest traditions of public service."
