Oregon Psilocybin Services Compliance Program Manager (Principal Executive Manager D)

This is a full-time, management services supervisory position which is not represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon Psilocybin Services (OPS) Section<https://www.oregon.gov/oha/PH/PREVENTIONWELLNESS/Pages/Oregon-Psilocybin-Services.aspx> in Portland, OR is recruiting for an Oregon Psilocybin Services Compliance Program Manager to manage, supervise, and evaluate compliance with statutorily mandated requirements for licensure for the manufacturing of psilocybin, facilitation and provision of psilocybin services and product testing.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As the Oregon Psilocybin Services Compliance Program Manager, you will implement program goals to regulate and ensure safe, effective, and equitable access to psilocybin services by directing the operations of the compliance program. Duties include, but are not limited to the following:

  *   Developing, implementing, monitoring, and revising policies and procedures for compliance program operations including conducting inspections and investigations, enforcing actions, and tracking psilocybin products.
  *   Reviewing and following up on complaints related to licensees and potential violations which could result in denial of licensure, relinquished licensure, and/or assessment of civil penalties.
  *   Determining priorities of the compliance unit to evaluate changing workloads of field investigators and professional office and support staff, and assess and distribute available resources needed to effectively implement policies
  *   Supervision of Compliance program staff and identifying and resolving conflicts between reporting staff in areas of shared responsibility.
  *   Coordinating activities with other units within the section, the division, and with other state agencies in areas of mutual concern to ensure compliance with established policies, objectives, program priorities and applicable laws, rules and regulations.
  *   Ensuring programs and services are high quality, well managed, and responsive to the needs of individuals and organizations served.
  *   Evaluating services through reports and data and making programmatic changes based on the data to ensure the unit and section goals are achieved.
  *   Providing guidance, training, and instruction to staff on the interpretation and communication of OPS statutes, rules, and policies.
  *   Monitoring and recommending revisions to Oregon Administrative Rules for all license and certification requirements to improve effectiveness to protect the health & safety of Oregonians.
  *   Determining regulatory and non-regulatory strategies to ensure compliance by psilocybin services licensees.
  *   Communicating compliance information to the regulated community.
  *   Participating in budget and legislative planning which include bill analysis and testimony.
  *   Planning, implementing, and evaluating research or special studies which impact program, services, or policies.
  *   Contributing to development of biennial budget, including projecting fee revenues, and monitoring program expenditures and revenues against legislatively adopted budget to assure fiscal responsibility and accountability.

What are we looking for?
Minimum Requirements
Six years of experience in supervision, staff-technical, or professional-level work related to public health compliance and/or licensure. One year of this experience must have included the supervision and management of a program, section, or unit which included one or more of the following areas:
a) development of rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, or
d) budget preparation.

(NOTE: A bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in public health or a related field, may be substituted for three years of the required experience but will not substitute for the one year of specialized experience.)

Requested Skills

  *   Experience making complex decisions based on knowledge of federal law, Oregon Revised Statute (ORS), Oregon Administrative Rule (OAR), and organizational policy and procedure, while ensuring accountability and compliance within guiding rules and laws.
  *   Experience monitoring program expenditures and revenues to assure fiscal responsibility and accountability, as well as reviewing legislative bills, contract, intergovernmental agreements, and budgets.
  *   Experience developing, implementing, monitoring, and revising policies, procedures, and systems for licensure programs, including developing and implementing criteria and processes for the review, approval and denial of licensure applications, examinations, and/or training programs.
  *   Experience managing a team and developing and maintaining a team-based approach.
  *   Experience promoting health equity, addressing systemic health disparities, and collaborating with diverse, vulnerable, and underrepresented populations.
  *   Experience interacting with a wide range of emotionally charged issues, while maintaining control and remaining respectful, calm, and non-threatening to clients.
  *   Must have a valid driver's license with acceptable driving record or possess alternate method of transportation as travel is required during and outside of regular work hours.
