Good afternoon.
Attached are the minutes from the October Accounts Receivable Core Committee meeting.
Meeting highlights:
1. On Monday, October 24 the DAS Statewide Accounts Receivable Management (SWARM) team will distribute an accounts receivable management survey to agency accounts receivable representatives. The survey will take approximately 10-15 minutes to complete and will be used to report state agency collection efforts to the Legislative Assembly, as well as, to create statewide performance metrics and establish a collection resource toolkit for state accounts receivable professionals. Agencies will have until Friday, November 4 to respond to the survey. Your participation is greatly appreciated.
2. SWARM is responsible for reporting the status of agencies compliance with the statutory assignment provisions referenced in ORS 293.231<https://www.oregonlegislature.gov/bills_laws/ors/ors293.html> annually to the Legislative Assembly. The balances of unassigned, non-exempt accounts aged over 90 days reported by agencies in the Notes section of the Liquidated and Delinquent Account Report will be included in SWARM's report to the Legislative Assembly. In the next few weeks, SWARM and the DAS Chief Financial Office will send the list of balances to each agency Director to provide an opportunity for the agency to offer additional information for inclusion in SWARM's report. SWARM wants to highlight the progress agencies have made to improve compliance with the statutory assignment provisions since June 30.
3. The Department of Human Services and the Oregon Health Authority are looking for feedback from agencies who have accounts receivable policies referenced in Administrative Rule. The agencies are in the process of consolidating nine rules into one and are interested in feedback related to the benefits of having an Administrative Rule versus a department policy. 4. The Oregon Commission for the Blind (OCB) is looking for feedback from agencies willing to share accounts receivable policy and procedure information to assist OCB in developing internal policies and procedures. 5. Agencies are highly encouraged to provide feedback to SWARM (SWARM at oregon.gov<mailto:SWARM at oregon.gov>) on ways we can improve LFO report training, communication, reporting instructions, etc. SWARM is here to help, please let us know what we can do better.
