Yesterday during the 2012-13 First Period Cumulative ADM webinar the Department of Education announced that it was revising the method of determining the full-time vs. part-time status of students for the purpose of ADM reporting. One consequence of this revision was that .50 FTE was not going to be allowed in the upcoming 2012-13 First Period Cumulative ADM collection for students enrolled less than half-time. Rather, the ADM of all part-time students would be calculated based using the hours of instruction method.  The primary intent of the revision was to more accurately account for the time spent in school of part-time students.

After reviewing your concerns during yesterday's webinar and the feedback from the districts this morning, the Department has decided to suspend the revision and maintain the reporting rules used in prior years as defined in OAR 581-023-0006(5)(a):
(5) Membership and attendance accounting in instructional units scheduled to operate a full school day shall be recorded as follows:
(a) A full-time equivalency (FTE) for each student on the active roll shall be determined. Students participating in more than one-half of the full-day program shall be given an FTE of 1.0. Students participating in one-half or less of the full-day program shall be given an FTE of .5. The FTE computation of students placed in community college programs by the local school district shall include time spent in the community college program.

Additionally, reporting of students who do not meet minimum hours of instruction offered by a district also will not change. The Department will update the Student Accounting Manual to account for these changes and will post once it is ready.

 We apologize for any confusion this has caused, and the Department appreciates the feedback from the field.
