[Busmgrs] Updated 2013-14 Estimates

 Dear Business Managers,

The last 2013-14 estimates did not calculate charter school ADM correctly. Thus, many districts had numbers that cause some confusion and head scratching. These estimates fix that calculation error. The good news is that if your district does not have a charter school you should see no change. The good news is that if you district has a charter school, you should see correct information. The not so good news, if you were expecting another increase in the ratio, that is not the case. The ratio, and thus the funding per ADMw has remained flat.

Also this estimate does not take into account any district local revenue changes that were made after April 3, 2014.
