At Ask a Librarian (Scholars Portal), our operators can access a list of 'dummy log-ins' within our chat service software and on our in-house documentation server, both of which are password protected.
Currently, we haven't encountered any browser caching issues with our EzProxy login credentials. While we're comfortable using EzProxy, we're also considering the potential benefits of utilizing other technologies like Shibboleth or OpenAthens.
Regarding your mention of libraries opting out for internal tech policy reasons, I understand that this means operators from other libraries may not have access to the e-resources of those libraries.
Currently, we are trying that as we want to maintain the collaborative aspect of the chat service.

Ask a Librarian Florida participating libraries can provide "dummy log ins" for their institution. We have a password protected website with resources for the program that houses an alphabetical list of participating libraries with important information that patrons may come to the service to ask about. If a library opts to use a dummy log in, they create a general account in their own system and share the log in on that database.
We make a note on each entry to not share this information with patrons because we don't want them to utilize an unrestricted account. Here's the language we use for helping with Proxy and Browser Caching issues that may keep someone from signing in to multiple institutions if they're helping more than one student:
"Visit [link to database list] and do a search. You should gain access to all of our resources. It may be a good idea to delete all browser cache after each AAL session just so the token is reset for the next librarian and please remember to log out after each session!"
