[Erate] Update on FCC action

This morning the FCC passed the order to update the e-Rate program and made some very positive changes. I have included some links to the press releases from the FCC that include a very high level summary of the changes. I am anxiously awaiting the order itself so that some of the details can be made clear. At this time, we have SOME of the WHAT'S, but almost none of the HOW'S. I hope that the order will be released today so that we can figure out what some of these things mean. For example, they want to streamline the application process, but there is almost no information at this time about how that will be done. We heard about eliminating tech plans for P1 applicants in the meeting today, but we do not yet know if there will be form changes or other procedural changes that affect the application process. Please bear with me as I await the order and take some time to analyze it. I do not want to presume anything and give erroneous information.
