[Floodplain_managers] Flooding issues in State of Oregon - Duties of a Floodplain Administrator during and after a flood event

Hello,
The National Weather Service (NWS) gauge data is showing flooding levels are being reached parts of Eastern Oregon: Umatilla County and Union County. Please use the following link<https://water.weather.gov/ahps/region_forecast.php?state=or> to view the current gauge information.
This is a good time for a reminder regarding the duties of a local Floodplain Administrator during and after a flood event. The attached documents provide information regarding these duties and other helpful resources and materials. The following is a summary of the information you’ll find in these documents:
- If a flood event has not occurred yet in your community but is anticipated then it is recommended that you conduct outreach regarding the following, to help your community prepare for and recover from a flood event:
o The importance of staying out of flood waters (“turn around don’t drown”)
o Making sure flood vents are clear and operational,
o Ensuring yard waste and household or outdoor recreation items are removed from flood risk areas to help limit the impact from household debris,
o Permit requirements for repairs to any structures post-flood or emergency flood protection measures, and
o How to submit a flood insurance claim.
- When a flood occurs it is important to engage with your communities emergency management team. They may benefit from information you can provide regarding your community’s floodplain, flood risk, and the location and features of the structures within the floodplain. You should also be tracking what emergency measures are being taken (i.e. emergency berms) so that you can ensure that retrospective permits are obtained and any temporary structures are removed after the event.
- The other important element to coordinate with internal parties on is the assessment of whether any structures are substantially damaged during the flood event (reminder: tree damage counts towards substantial under the NFIP). - It is also important to explore any options your community has to collect high water marks. I’d recommend first contacting the Army Corps. of Engineers to see what efforts they may be organizing to avoid any duplication of efforts and perhaps look at partnership opportunities for data collection. It is my understanding that they will be working to organize collection of high water marks for the current events for at least some of the areas impacted.
