Thanks Ken, much appreciated!  I have no doubt that George W. Bush was
right on top of this issue and personally ensured that the GPS and
related systems would always be protected.  However, the fact that the
FCC didn't squash the LightSquared proposal, but instead provisionally
approved it in the face of significant opposition from all sides, is
what's causing all the concern.  I don't think anyone trusts the federal
bureaucracy not to ever make a mistake.  J  The information you provided
was very useful to the GPL discussion.

In my humble opinion, this LightSquared proposal is a dead-on-arrival
issue we don't need to worry about, but there has been a lot of paranoia
about on the Web about it.  

 

The US Govt. very effectively manages US Spaced-Based  Position
Navigation and Timing (PNT) issues through the National Executive
Committee for Space-based PNT (http://www.pnt.gov/ <http://www.pnt.gov/>
),  which was established by Presidential Directive in 2004 (thanks to
George W Bush) to advise and coordinate federal departments and agencies
on matters concerning the Global Positioning System
<http://www.pnt.gov/101/gps.html>  (GPS) and related systems. 

 

The PNT is jointly chaired by the US DOD and US DOT with input from many
other Executive Departments, including the Dept of Commerce to regulate
spectrum issues nationally and the Dept of State to negotiate spectrum
issues internationally: 

 

 

 

The US has a very aggressive and focused policy to protect GPS spectrum.
To illustrate just how well the PNT Executive Committee structure works
in squashing this LightSquared issue:

which is actually a combination of two letters:

 

	1. A  Dec 28 letter from to Karl Nebbia, Associate
Administrator, Office of Spectrum Management, National
Telecommunications and Information, Dept of Commerce, from Danny Price,
Director, Spectrum and Communication Policy, Office of the Assistant
Secretary of Defense, expressing Pentagon concerns about the
LightSquared proposal.  

	 

	2.  A subsequent Jan 12 letter to Julius Genachowski, Chair,
FCC, from Lawrence Strickling, Assistant Secretary for Communications
and Information, US Dept of Commerce, telling the FCC that the  Commerce
Deptartment's National Telecommunications and Information Administration
( NTIA ) has reviewed the LightSquared Proposal and "this proposal
raises significant interference concerns" that need full evalutation to
insure they don't impact GPS, GNSS or IMARSAT signals.

"In a letter to the FCC, LightSquared CEO Sanjiv Ahuja promised to work
with the commission to ensure that the company's proposed integrated
satellite-terrestrial broadband network will not interfere with GPS
satellites and other maritime and aeronautical emergency communications.
Ahuja promised to not offer commercial service until the FCC is
satisfied with LightSquared's resolution of the interference claims.

Ahuja's letter comes just days after the National Telecommunications and
Information Administration  told the FCC that federal agencies are
worried about LightSquared's proposed LTE network interfering with GPS
satellites and other emergency communications. In the letter, NTIA
Administrator Lawrence Strickling said that a fully terrestrial network
would require more base stations than a terrestrial/satellite
combination network, thereby increasing the likelihood of interference."

I think the US Government is right on top of this issue and doing the
right thing.  The FCC can and will overridden by the NTIA.         Ken
