[gpl_list] Framework Data Elements List Guidance doc - For Review 2/8

All,

During the GPL meeting tomorrow (2/8), we will be discussing the attached draft guidance doc for curating/managing the Framework Data Elements list. We currently have no formal process for editing the list of Framework Data Elements and this document is the first step in having that formal documentation.  This document is slated for several rounds of review and edits.  See attached calendar. This is the version #1 document and the FIT Leads have already provided enough feedback for me to make a lot of edits via track changes.  This version will be reviewed by GPL and TAC in February and then I will create a version #2 for the next round of edits.

Long story short, this is an iterative process and we'll see how far we get in the time allotted for this agenda item.  If you get a moment, please give this a quick read before the GPL meeting so that you have some context for our discussion.
