Good evening, Tribal and County TPEP Coordinators, Prevention Coordinators, and RHEC partners.
Over the past few months, you've likely heard us mention a review of e-cigarette regulations and public health literature that the Oregon Public Health Division has had in the works. I'm pleased to share that our Inhalant Delivery System Laws and Rules Report to the 2019 Oregon Legislature is officially live and has been shared with the Oregon Legislative Assembly. For context, in 2015, the Oregon Legislative Assembly passed HB 2546, which defined e-cigarettes as "inhalant delivery systems" and included them in the state's tobacco regulatory structure. In addition, HB 2546 required the Oregon Health Authority to complete a report on the medical research on e-cigarettes and the state and federal regulation of these products.
This report is HPCDP's review of existing medical and public health scientific research on Inhalant Delivery Systems (IDS) and their associated short-term, long-term, and population-level health impacts. It also includes a comparative regulatory review of federal and state laws and regulations related to IDS and developed recommendations based on the report's findings.
