OPRD seeks public comment on proposed rule changes for Special Assessment of Historic Properties program
The Special Assessment of Historic Properties program offers a 10-year property tax exemption for properties listed in the federal National Register of Historic Places. Under the new legislation, the program will be limited to commercial properties. Eligible properties may apply for multiple 10-year terms with qualifying projects outlined in a preservation plan.
Public comments on the proposed rule change will be accepted through 5 p.m. July 31, 2025, and can be submitted:

Once the public comment period ends, the proposal with any incorporated updates is slated to go to the Oregon State Parks and Recreation Commission in September for possible adoption. New applications for the program are expected to be accepted beginning November 1, 2025.

Oregon SHPO archaeological guidelines update
In May the Oregon State Historic Preservation Office (SHPO) began accepting input on the draft of the new archaeological guidelines. Development of the draft Oregon Archaeological Guidelines began after the 2023 implementation of a revision to the rule governing the issuance of archaeological permits (Oregon Administrative Rule [OAR] 736-051-0000 to 0090).
Oregon SHPO would like to thank all those that took the time to send comments and responses. SHPO staff is going to take some time to review, consider, and respond to comments and will provide an update on the project by the end of July. Historic cemeteries commission meets July 24
The Oregon Commission on Historic Cemeteries (OCHC) will meet in Grand Ronde at the Chachalu Museum and Cultural Center, and via online meeting on July 24 at 9:00 a.m. The agenda includes discussion of the National Register of Historic Places and a presentation on the 2024 historic cemeteries grant projects. 2025 Goal 5 Cultural Areas Rulemaking Advisory Committee to Meet July 18, 2025
The 2025 Goal 5 Cultural Areas Rulemaking Advisory Committee (RAC) will meet on Friday, July 18, 2025, from 1 p.m. to 3 p.m. The meeting will take place virtually and will be livestreamed and recorded on the department’s YouTube channel<https://links-2.govdelivery.com/CL0/https:%2F%2Fwww.youtube.com%2Fuser%2FOregonDLCD%3Futm_medium=email%26utm_source=govdelivery/1/01010197fb15e087-bd35cb92-3223-4382-8f97-70f7e160e2d9-000000/OjiHCVytRS1m1_EMJj4n07cnwvd2axzEI7zQhEoTk8Y=413>.

At this RAC meeting, staff will be presenting the draft rule, housing impact statement, and fiscal impact statement, as well as discuss a new section of rules about urban growth boundary amendments with Metro and local governments.
The committee’s final meeting will be after the Land Conservation and Development Commission hearing at their meeting September 25-26, and before the close of public comment on October 5, 2025. Staff are recommending an effective date for the rule of June 30, 2026 to give local governments time to adopt procedures for notifying tribes that are consistent with the rule.

Oregon Military Museum to reopen after 16 year closure
After nearly two decades of planning and construction, the Oregon Military Museum at Camp Withycombe will proudly reopen on Saturday, July 12, unveiling a powerful new vision of the state’s military story.
The museum’s grand reopening centers around the “We Are Oregon” exhibit, which traces the trajectory of Oregon's military history—from early statehood militias to modern deployments—while rooting the narrative deeply in regional identity and experience.
Visitors can engage with:

  *   We Are Oregon – Explores the people, technology, and actions that define Oregon’s military legacy on the local, national, and global stage, in the Main Gallery
  *   Small Arms, Big Impact – A selection of nearly 200 small arms, dating from the 1600s into the 21st century, in the Weapons Gallery.
  *   History in Art: Selections from the OMM Collection – Uses artwork by and about US service members to examine how visual details help uncover insight when provenance is unknown, in the Temporary Gallery.
