[lstac] Award notification letter

Nevada's award letter and award agreement are attached. The letter usually has some very specific recommendations for each subgrantee, but I've left in the generic things.  They're both for 2020 as I haven't gotten 2021 sorted yet and am undecided whether I should leave in COVID references.

Mary - I'm stealing your words re: reimbursement schedules and publicity! those are two of my bigger challenges 🙂
