Mary, everything in MOE can be match. And in addition, match can include non-state funds, state funds for library services not appropriated to the state library agency, etc. I’ve attached an overview sheet I do each year to track Michigan’s MOE and Match numbers. This is last year’s. It explains more than I need, but we use it to document our MOE/Match to department finance and budget staff that don’t work with IMLS and so are unfamiliar with the LSTA legislation. These are drawn from various budgets and partners. Feel free to call if you have questions.

And if anyone else sees a way to improve the tracking sheet, I am all ears!

Hi all--

We had an IMLS site visit earlier this week that went really well. The only place where I felt like we are in over our heads was the Match question. What are allowable Matching funds?

For example, we distribute over $60 million every year in state funding to public libraries. Does this count as Match? Also, when we have competitive grant cycles, libraries may choose to include Matching funds toward their LSTA project. Are these Matching funds as well? (We do not require matching funds.)

I think I have the MOE sorted out but the Match still seems somewhat mysterious. What does your state include as Matching funds for LSTA grants?
