[lstac] Subgrant question

That is what I am thinking. If sub-contractors don't have to register it seems logical to me that sub-grantees wouldn't register either. The SLAA is the one receiving funds and responsible for all reporting.

It would help us tremendously in getting funds out to the libraries faster. It is going to be a tight turnaround to get the funds out, have the libraries spend the funds, and then get a report to us.

We are looking at over 60 headquarter libraries.

I had understood the SAM.gov requirement as something for libraries that subgrant directly with IMLS - not an SLAA. I am incorrect? And I agree with Rachel about subgrants, libraries come up with great projects and it is very cool to be able to help.

Hi Debbie and all!

Yes, libraries receiving subgrants need to be registered in SAM.gov. I am not quite sure what your second question means. This is a link to IMLS legal references<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.imls.gov%2Fgrants%2Fmanage-your-award%2Fadministration%2Flegal-references&data=04%7C01%7Creishk%40michigan.gov%7Cf2b05c369ff9400a50a108d8eaf30096%7Cd5fb7087377742ad966a892ef47225d1%7C0%7C1%7C637517676717329965%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=SU19nm%2Bd1uIwmCGVoMuPK2eDZ7YHg%2BYidEVhWf4a3w0%3D&reserved=0> from their manual. The preapplication guide has a copy of the application, scoring rubric, guidance on paying staff, guidance on allowable costs, etc. That is probably the most helpful of all my documents for a high level view of our granting process and requirements.

Please let me know if you have specific questions on my process, allowables, etc and I am happy to help how I can! I will say, subgranting is actually my favorite thing we do with our LSTA funds. The libraries often create amazing projects that are serving their community in ways we never could, and it is powerful to see what they can accomplish. It can be a lift to make them happen, but it is always rewarding to read their final reports.

Thanks,
Rachel

Hi all -

We do not provide subgrants and I have a couple of questions. I am aware, of course, about CIPA and other assurances and certifications, but -

1. Do libraries have to register with SAM.gov if they receive a subgrant?

2. A colleague who came to us from another state offered the following - is this correct?

I will be asking lots of questions and ask IMLS for a webinar or ZOOM (preferable) for those of us who do not provide subgrants.

Thank you so much -
