[lstac] Friends groups

Oh, I'm trying to stay away from the slippery slopes, but...

We have a mixed bag. I'm really looking for exclusion language.

We have a history of not awarding to friends groups, but we have run into instances where the larger libraries don't want to be bothered with smaller grants so they enlist the friends groups to manage the smaller grants.

We award to nonprofits, such as consortia, but by our definition the friends groups meet the nonprofit criteria as well. The language currently reads "nonprofits applying on behalf of accredited libraries, etc." to allow for consortia and other groups who work with libraries.

I'm trying to tighten the requirements to rule out the small groups. Working with our accreditation officer, one requirement will be that the friends group has to have the written permission from the fiscal agent, if they are not the fiscal agent, to manage the grant.

Slippery Slope Warning!

We do not make awards except to libraries and entities that 'own' a library, like a college or school district.

I'd advise getting your program officer's specific buy-off. (Ours would not have allowed it, but that was about five years ago.) Also, it could be more difficult to enforce requirements, or do a proper risk assessment.

We are about to embark on subawards to other entities, but the funding is not from IMLS.  (It's US Treasury). Stay tuned!

We do not allow this. Our eligible organizations for grants are only legally established public libraries or HLC accredited academic libraries. The grant contract must be with those libraries legal fiscal agent.



As a side note, we allow school libraries as partners to the eligible organization, but not as a directly eligible. We had too many years of wildly ineligible proposals before we just said no school libraries.

Quick question for those of you who do subgrants...



Do you award grants to library Friends groups on behalf of the library? These would be official nonprofits (501c(3)).



If so, do you require any documentation from the library's governing authority to allow such an arrangement?
