Hi Shannan,
We do the same – and if applicants want your funding, they should follow your rules. I can’t imagine any good reason for protesting.
We do grants with both funding sources, and require the same type of risk assessment, UEI, and signature authorities. My answer would be that best practices are best practices and we need to be equally vigilant in our stewardship of all monies – state or federal – that are entrusted to us. It is our fiduciary duty.
The differences we sometimes have with state vs federal funded awards may have to do with lighter reporting & evaluation requirements, different allowable costs (if we wish), and the ability to issue funding up front instead of strictly on a reimbursement basis. (We’re currently issuing a round of grants with 90% of funding provided upon a signed agreement and the remaining 10% when the project is completed with documentation of all costs and completed reports.)
Of course, it we were to use a project as match/MOE for our LSTA funding, we would have the same requirements as we do with LSTA funds.

Hello all,
I am experiencing an issue with grant compliance that overlaps between state-funded and federally-funded grants. Do you issue subgrants from state funding sources as well as federal funding sources? Do you apply the same grant compliance to both sources of grant funding? Right now, we issue grants from both funding sources and require the same compliance between each. For example, if a recipient is on corrective action for audit and financial purposes, this applies to both state and federal grants as the issue is with the recipient regardless of funding source. We also require an active UEI for both state and federal grants. We are being challenged about this process and I wondered if anyone had experienced anything similar. Any insight would be greatly appreciated. Thank you!
