[lstac] Some questions about your newly revised FY25 Assurances and Certifications documents

Nevada uses the same assurances that IMLS provides to us as an SLAA, with applicant library or library subbed in for SLAA. This way, the language is the same as approved by IMLS’s legal and everything is covered.

IMLS tells us which assurances HAVE to be in subgrant agreements in the award guidance.
However, I confirmed with Cindy last year that it’s fine to add all of them: “The five that are outlined in the G2S guidance that you noted are especially important, but it’s safer to just include all of them.” (see attached email).

Exceptions:

  *   This year, we added the Whistleblower protections into the assurances. I was hoping they’d already be in the SLAA version and we wouldn’t have to figure out language... but as they weren’t, and IMLS said they had to be, we added them into assurances at the end.
  *   CIPA is in the subgrant Assurances certs, but we still require the separate CIPA doc for each project, because I want to call it out. The people who apply for subgrants aren’t the always the same people who sign the certifications and I want to make it clear when they’re applying that they need to be compliant if they’re asking for computers/internet friendly devices.

The subgrant assurances are not part of the subgrant award agreement, however, the agreement has an assurances section that says The sub-grantee will complete and sign all required certifications and assurances.

We also do a training that is similar to IMLS’s “I’ve signed my Name, what’s it mean” training,  since, as I mentioned, the people who sign the assurances and the agreement aren’t necessarily the people running the subgrant project.

I don’t have the same depth of experience folks have had revising these and so I’m mostly curious about what decisions they arrived at and how.

I do love the flexibility and different approaches and want to make sure I get something that’s going to work best for Ohio and our libraries (and IMLS of course!!!).

Thank you for the survey. Over the years, I have been adding bits and pieces of Assurances that get "check-boxed" in the grant application. Now I want to compile them all into one doc so that the rules are easy to read, understand, and printable from one location. I am hesitant to put all of the verbiage into a Signed NOGA because I think the NOGA would end up being 10-pages which is just too much in my opinion.

I am also interested in seeing how others have all of their Recipient Assurances in one document.

Quick update on the survey/form I created around the new Certifications and Assurances: Shannon let me know she couldn’t get in (Thanks Shannon). I had the permissions set wrong, but those should be fixed now.

Also, the upload feature isn’t available outside our state of Ohio agencies, so if you can share a version of your latest, that will be through the email link in the form.

And last, do let me know if there are any burning questions you’d like me to add to the form. As I said, I’m happy to add more and share out the results. These were mostly just questions I had.

Hey Everyone,

I first want to thank folks who’ve shared out their versions of their new subawardees Certifications and Assurances documents. Those have been really helpful as I start working on what Ohio’s might look like.

I’ll mention that in the few I’ve seen, I’ve already noticed there are some different ways to approach constructing and presenting these forms. And, since this is might first time embarking on changes this big, I wanted to see if I could get more info from the group about what they’re doing and why.

To that end, I’ve created an online form (it seemed easier than trying to keep track of email responses) that asks some questions about how your state’s Certification and Assurances document is set up, and why you made particular selections.
