Racial Disproportionality and Disparity Issue Brief
Research has consistently shown that certain racial and ethnic groups, including African-Americans and Native Americans, are overrepresented in the U.S. child welfare system. The child welfare field has moved from acknowledging the issue to formulating and implementing solutions. Child Welfare Information Gateway recently updated the issue brief Racial Disproportionality and Disparity in Child Welfare<http://lists.icfwebservices.com/t/262467/2091873/23072/2/> that delves into the prevalence of racial and ethnic disproportionality and disparity in child welfare, reviews the latest literature on the topic, and highlights current State and local initiatives to address disproportionality.
Our brief provides strategies that can help child welfare administrators, program managers, and policymakers address these issues in general and at certain points in the child welfare process, including focusing on prevention and early intervention, ensuring unbiased reporting, and ensuring that families of color have access to culturally competent services.

The Oregon Child Forensic Interview Training is evidence-based, supported by current research, and approved by the National Children’s Alliance to meet the Forensic Interview Training Standards. Webinar: Specialized Services and Placement Considerations for Survivors of Sexual Exploitation

What:
This webinar introduces strategies for developing specialized services and placement considerations for children and youth who have survived sexual exploitation. It focuses on service provision of the Preventing Sex Trafficking and Strengthening Families Act, Public Law (P.L.) 113‒183, which requires child welfare agencies to provide a wide range of individualized and trauma-informed support services to youth who have survived sexual exploitation.
Since the passage of P.L. 113‒183, State agencies have identified a lack of training in working with survivors as a barrier to service provision, and have expressed a need to share best practices among States and regions to develop the individualized approach to service provision required by the law. This webinar will introduce strategies for developing a specialized service approach and considerations when placing sexually exploited youth in care. An optional follow-up conference call discussion will take place on March 30, 2017, to provide participants with an opportunity to engage in further discussion about strategies and practices.
Interested participants may include various levels of adoption and foster care managers, in-home services managers, and any other middle managers or frontline personnel in adoption and foster care who work with sexually exploited youth in care.

Under the supervision of VRLC staff attorneys, the paralegal will provide support to immigrant victims of sexual assault. The paralegal will be the first point of contact for immigration clients and will help two staff attorneys prepare applications for various forms of immigration relief. The Victim Rights Law Center (VRLC) is a nonprofit law center that provides free, holistic legal services to adult and minor sexual assault survivors in Clackamas, Multnomah, and Washington counties, Oregon; to transgender survivors statewide; and to sexual assault victims throughout Massachusetts. The VRLC also provides national training, mentorship, tools, research, and resources for lawyers, advocates, and other professionals on the legal needs of rape and sexual assault victims. The full-time VOCA-funded staff attorney is a Portland, OR, based position. The attorney will be responsible for providing legal assistance to adult and minor sexual assault survivors; helping to recruit, train, and mentor lawyers and law students; and collaborate effectively with grant and community partners.

Victims’ Rights Law Center is Hiring for a full-time lawyer for their Portland, Oregon, office. This 3-year, VOCA-funded position will join VRLC’s legal services team, and be responsible for providing direct representation to minor and adult sexual assault survivors in the tri-county area. In addition, the lawyer will launch a statewide project both representing and providing assistance to pro se transgender survivors statewide who need help with gender marker document changes, for safety or privacy-related reasons. (This component of the project also involves recruiting, training and mentoring law students and pro bono lawyers who will help us service trans survivors statewide.)
In addition, VRLC will be hiring 1-2 part-time paralegals for our Portland office! We seek a part-time, Spanish-speaking paralegal with immigration experience available to start immediately.
