Virtual Discussion: Lessons Learned from the Field: Maintaining Victim Services during the COVID-19 Pandemic

At the onset of the COVID-19 Pandemic, Hillar Moore, the District Attorney in East Baton Rouge Parish, Louisiana, recognized that his office would need to take proactive steps to maintain contact with victims of crimes. CNA & NDAA will host a virtual discussion highlighting the steps the office took to ensure that victims of crime, specifically domestic violence, had access to victim services and how their office was able to remain connected with victims of crime.

Hillar C. Moore, III
Hillar has served as the East Baton Rouge, Louisiana Parish district attorney since 2009. Hillar completed his undergraduate degree in Criminal Justice at LSU in Baton Rouge. After graduating, Hillar worked as an investigator for the East Baton Rouge District Attorney's office, where he collected evidence and surveyed crime scenes. Hillar received training from the FBI Academy in Quantico. While working as an investigator, Hillar attended and graduated from Southern University Law School where he finished Magna Cum Laude in his class. Following law school, he worked in private law practice for over fifteen years. Hillar realized his goal of returning to the District Attorney's Office as the elected DA in 2009. He has brought new and innovative ideas to the DA's office, while reaching out to community leaders.

Melanie S. Fields
Melanie S. Fields is an Assistant District Attorney with the 19th Judicial District in East Baton Rouge Parish. She graduated magna cum laude from the University of St. Thomas Aquinas and received a master's degree and juris doctorate from Louisiana State University. Ms. Fields serves on various committees of the Baton Rouge Bar Foundation, served as an officer on the board of the State Bar's Louisiana Center for Law and Civic Education, and served as an officer and board president of the Iris Domestic Violence Center. She is a 2010 recipient of the Crystal Gavel Award and received a Tribute Award in 2014 from the Baton Rouge Association of Women Attorneys. She was an adjunct professor of Legal Writing at Southern University's Law Center, is currently an adjunct professor for LSU Law Center serving as the Prosecution Clinic Professor. As an assistant district attorney, she has over 19 years trial experience. She currently serves as the Special Prosecutor of Domestic Violence, handling some of the most difficult and complex cases.

Suzanne Hamilton
Suzanne Hamilton is a Licensed Clinical Social Worker (LCSW) working as the Domestic Violence Victim Assistance Coordinator at the East Baton Rouge Parish District Attorney's Office. Suzanne's role is to guide and assist victims and survivors of domestic violence through the criminal justice process, and she feels honored to be a trusting support. Suzanne is passionate and committed to providing advocacy and support to victims and survivors of domestic violence throughout the healing journey and aims to empower those that she serves.

Child Abuse and Neglect Meets the Press: Responsible News Coverage of Difficult Topics

The way that sensitive topics are covered by the media has an impact on those directly involved and on the community. This is especially true for stories involving child abuse and neglect. In this webinar, two experienced reporters will share their experiences with covering stories involving child abuse and neglect. For professionals who work in the field of child abuse and neglect, and for researchers who study child maltreatment, this webinar will share insights on how to best interact with journalists and the media. Description:

Over 18 million children in the US have at least one parent who is an immigrant. About 5.5 million children (including 4.5 million children who are U.S.-born citizens) live in mixed-legal status families with at least one parent who is an unauthorized immigrant. Immigrant survivors of domestic violence and their children often face additional barriers to safety and wellbeing. Abusers can use the threat of detention, deportation or being separated from children to maintain power and control. Systems can fail to support immigrant survivors.

This webinar will provide information and resources for advocates and child welfare workers. Presenters will share the current research about detention and the importance of trauma-informed approaches for survivors and their children. They will talk about special immigration remedies for survivors under the Violence Against Women Act (VAWA) and Trafficking Victims Protection Act. They will discuss guidelines for child welfare to support family reunification when a parent is in detention and share how COVID-19 has affected immigrant families who are involved with child welfare. Finally, presenters will highlight the importance of enhanced safety planning to make sure immigrant survivors know their rights and can access help.

Our Winter Session Has Begun!

Winter Session: November 3 - December 15, 2020

The material covered in the course is drawn from Child Welfare Law and Practice: Representing Children, Parents, and State Agencies in Abuse, Neglect, and Dependency Cases (3rd Edition). The course is intended to assist you in breaking the material down, focusing on important concepts, and guiding you through the material in the Red Book. This course will not cover every chapter. The instructor has made intentional decisions about what information to cover in the time that is allotted for the course.

Information will be provided before each webinar session including the section of the Red Book and corresponding chapters, and sections within each chapter, that will be covered. Please note that prior to each week it will be helpful if you have read the chapters and sections that will be covered. Most weeks, the webinar will be 1 hour long. However, sessions 2 and 7 will be 1.5 hours long in order to cover the material sufficiently.

This is a great opportunity for child welfare attorneys to take their education and practice to the next level and apply for certification to become a Child Welfare Law Specialist (CWLS). One need not be a CWLS applicant in order to take the course, but we do encourage participants to become certified. The CWLS exam can be taken online at the convenience of the applicant and is remotely proctored over video. The cost for the CWLS application and exam is $375 for NACC Members ($500 for nonmembers). Southern Regional Children's Advocacy Center is once again offering Team Facilitator 2.0, which is a three-month long training program designed for those professionals who currently perform the role of team facilitator for their MDTs.

Due to the travel restrictions around COVID, this training will be offered this year entirely online. The program will consists of two 2.5 day sessions (January 26-28 and April 20-22, 2021) and three follow-up group sessions in between.

Given the highly interactive nature of this program and the importance of participants sharing and reflecting on real-life experiences as team facilitators as a key component of the program, we require that all interested participants complete an application describing their current role.
