CVSSD is happy to announce that six culturally specific and seven culturally responsive programs have recently been approved for new grant funding. You will notice that some of the programs serve specific areas while others offer services statewide.

Please take a moment to familiarize yourself with the programs and the services they offer, and if you don’t already have a relationship with them we encourage you to reach out and start one.

New (to CVSSD) culturally specific programs
Disability Rights Oregon<https://www.droregon.org/> will serve victims of Domestic Violence, Sexual Assault, Hate & Bias, Stalking, Child Abuse, and all other types of criminal victimization for people with disabilities, of all ages, in all 36 Oregon Counties.

Bridges Oregon<https://www.bridgesoregon.org/> will serve victims of Domestic Violence, Sexual Assault, Stalking, Hate and Bias, Child Abuse, and General Victimization who are Deaf, DeafBlind, and Hard of Hearing. This project also will serve clients in all 36 Oregon Counties.

Muslimah’s United<https://www.facebook.com/Muslimahsunitedpdx/> is an Oregon based non-profit of women working to strengthen their communities through advocacy, inclusion, and education. Their project will serve Muslim women with a focus on Muslim Women of Color who are victims of Domestic Violence, Sexual Assault, Hate Crimes, Stalking, and General Victimization in the Portland Metro Region.

Africa Youth Community Organization<http://aycoworld.org/> serves victims of Domestic Violence, Sexual Assaults, and Hate Crimes that are culturally specific to the North African Refugee community in the Portland Metro region as well as in Ontario Oregon.

El Programa Hispano Católico<https://www.elprograma.org/>, whose program will expand access to advocacy and mental health care for Latinx and Indigenous victims of Domestic Violence & Sexual Assault in the Portland Metro Region.

Northwest Family Services<https://www.nwfs.org/> (NWFS) program will help support Casa Esperanza, NWFS's Latinx Domestic Violence Shelter, also serving the Portland Metro Region.

Lutheran Community Services Northwest<https://lcsnw.org/office/portland/>'s project will serve Immigrants and Refugees who are victims of Domestic Violence, Sexual Assault, Stalking, Hate and Bias, Child Abuse, and General Victimization in the Portland Metro Region.

Oregon Abuse Advocates and Survivors in Service<http://oaasisoregon.org/resources> (OAASIS) will serve Black Adult survivors of Child Sexual Assault within the Portland Metro and Mid-Willamette Valley regions.

Bradley Angle<https://bradleyangle.org/>, Oregon’s long-standing LGBTIQA2s+ Domestic Violence and Sexual Assault Service Provider will be able to expand their program under their proposed project.

Raphael House of Portland<https://raphaelhouse.com/>'s project will expand existing services for Latinx survivors of Domestic Violence, Sexual Assault, Stalking and Child Abuse in Portland Metro Region.

The Center for Hope and Safety<https://www.mvwcs.com/> will utilize their strong community relationships with organizations serving our undocumented populations to expand services for Latinx undocumented, immigrants, migrant farmworkers, asylum seekers, and refugees who are victims of Sexual Assault and Stalking in the Mid-Willamette Valley Region.

Ecumenical Ministries of Oregon’s Russian Orthodox Support Services<https://emoregon.org/ross/> (EMO/ROSS) will also be expanding their program that provides Culturally Specific Domestic Violence or Sexual Assault Services to Russian speaking immigrants and refugees in the Portland Metro Region.

New Resources on the Topic of Children with Problematic Sexual Behavior


Jerri Sites, Training Specialist at SRCAC, and Jimmy Widdifield, Jr., the Freestanding Multidisciplinary Teams Programs Manager at the OK Commission on Children and Youth, co-authored the newly released publication, “Children with Problematic Sexual Behavior: Recommendations for the MDT and CAC Process.” The concept of this paper came from the expressed need for a more formal response to reports of children with problematic sexual behaviors (PSB). The peer-reviewed paper provides research-based information and links to resources for child abuse professionals to increase their knowledge and develop a plan for intervention in these often difficult and sensitive cases by adapting existing CAC and MDT models, additional training, employing strategies to engage with children who demonstrate PSB, child victims, and families, and focusing on long-term outcomes.

In addition to the paper, Jerri and Jimmy conducted a webinar on the topic hosted by the National Children’s Advocacy Center (NCAC). Their combined expertise - Jerri’s as a nearly three-decade veteran of the CAC movement, and Jimmy’s as the former Training Director for the University of Oklahoma PSB Training and Technical Assistance Program and the National Center on the Sexual Behavior of Youth - provided insight on lessons learned and best practices for attendees. In addition, a new podcast series on PSB will launch through SRCAC’s “The Exchange.” In this new series, titled "It Takes a Podcast: Helping CACs and MDTs Help Children with PSB," Jerri and Jimmy will interview PSB experts and leaders in the field to discuss current research, the evolution of the field, individual programs that CACs have successfully developed, challenges and accomplishments in implementing PSB programs across the country, and hopes for the future. The podcast series, white paper, and webinar were developed to support MDTs and CACs in developing a response to oftentimes complex cases involving children ages 12 and younger with PSB, which can present a myriad of challenges for child abuse professionals. First and foremost, the child protection and criminal justice system were designed to handle cases involving adult perpetrators of abuse, not children who initiate sexual behaviors. Secondly, there are many myths and assumptions regarding children who act out sexually. By sharing research-based information and national resources on the subject, the audience will be able to have a clearer understanding of the dynamics of these cases, thus, work toward a unified, child and family focused approach. Fortunately, the MDT approach and the CAC model are ideal vehicles for the development and implementation of an integrated and comprehensive systems approach to children with PSB, recipient children, and their families. The podcast, paper, and webinar offer recommendations designed to guide and support MDTs and CACs to enhance current practices, improve their professional response, and promote positive outcomes for children with PSB, children impacted by the PSB, and their families.

NCMEC CSAM Resources
Coping with CSAM Exposure (attached) is[A picture containing text, person, indoor  Description automatically generated] a brochure created by FBI VSD, NCMEC, and the National Child Traumatic Stress Network (NCTSN) to assist parents in coping with their own or their child’s exposure to CSAM online. The brochure is available in English and Spanish.
Reconnecting with Your Child (attached) is a pamphlet produced by NCMEC to help parents after their child has been sexually exploited online. This pamphlet aims to help parents understand their child’s victimization is not their fault, the importance of listening, not blaming and rushing to punishment. It promotes NCMEC’s resources such as their family support services.

Your board of directors sets the tone and direction of your organization.

How do you build a strong, diverse, and engaged board? Once you accomplish that, how do you maintain member involvement? The Developing and Managing a Board of Directors training will provide a step-by-step guide to building an effective board, as well as offer strategies for keeping members involved and accountable. This training is intended for staff within victim service organizations who work closely with a board of directors. It is not for those who are serving on a board of directors.

Denver, Colorado

Ruth Glenn has worked and volunteered in the domestic violence field for more than 16 years. Prior to her retirement, she worked for the Colorado Department of Human Services for 28 years and was the director of the state’s Domestic Violence Program for 9 years. As director, she worked closely with and reported to a statutory board. She is experienced in successful project management issues, including strategic and succession planning. Ms. Glenn is an experienced public speaker and trainer. She has made hundreds of presentations and delivered trainings on domestic violence victimization and survival, and has testified before the Colorado legislature. Ms. Glenn has served on many Colorado domestic violence program and funding boards and provided consultation on a local and national level on victim/survivor issues as they relate to domestic violence, including specific populations. In 2010, Ms. Glenn was invited to attend the White House Domestic Violence Awareness event and speech. Ms. Glenn holds a master’s degree in Public Administration from the University of Colorado Denver.

Pamela Jacobs
Fayetteville, North Carolina

Pamela Jacobs is an advocate and attorney who has dedicated her career to serving victims of sexual and domestic violence. She began her advocacy career as a court advocate with a direct service program, providing support for victims during civil and criminal court proceedings. While attending law school, she coordinated community awareness events and volunteer programs. For 5 years, Ms. Jacobs was the immigration and outreach project attorney with the Kansas Coalition Against Sexual and Domestic Violence, providing direct legal services in family law and immigration proceedings, supervising a team working to improve services for victims in communities that have lacked adequate services historically, and working closely with the board of directors. She was the director of the South Carolina Coalition Against Domestic Violence and Sexual Assault, where she provided leadership and oversaw all coalition programs; worked closely with the board of directors; hired and trained staff; advocated for victims in a variety of settings, including state committees, the media, and the legislature; expanded collaboration with area military installations; and provided frequent technical assistance related to serving victims in the military. She has presented more than 200 trainings to multidisciplinary professionals, including training boards of directors on governance, strategic planning, fiscal management, and empowerment-based leadership and supervision. Ms. Jacobs earned a bachelor’s degree in Business Administration from Lincoln University and a J.D. from the Washburn University School of Law.

The National Association of Counsel for Children (NACC) is accepting abstract submissions now through March 1, 2021 (firm deadline) for our 44th National Child Welfare Law Conference.

The theme of this year’s conference is From Crisis to Innovation: Toward a Family-Centered Justice System. The conference will highlight and elevate the voices of those individuals most impacted by the child welfare and delinquency systems, including youth and parents with lived expertise and those disproportionately impacted by systems involvement, particularly Black and Indigenous families.

NACC will host the conference in a dual-format: in-person at the Denver Hyatt Regency and virtually online. We very much look forward to seeing you in-person, but if it is not possible to gather in-person, the conference will be held entirely online. For this reason, NACC is seeking abstract submissions from presenters willing to present live: in-person, virtually, or in either format.

Conference sessions should be designed for a national audience, expand attendees’ understanding of the law, provide practical tools and resources to support legal advocacy, and provide information and strategies for systems improvement. Specific topics of interest include:

·     Prevention, early intervention, and keeping children in families, family settings, and with siblings
·     Authentic youth engagement (engaging youth both inside and outside of the courtroom)
·     Ethics (including conflicts, confidentiality, and privilege)
·     Major federal legislation impacting child welfare and juvenile justice, such as the Family First Act
·     Cross-sector presentations that address the intersections of child welfare, juvenile justice, criminal justice, poverty, and/or homelessness
·     Immigration and Special Immigrant Juvenile Status
·     Racial and ethnic disparities, implicit bias, and structural racism
·     LGBTQIA youth and related topics, including religious freedom/faith-based LGBTQIA advocacy
·     Policing, criminal justice, and child welfare
·     Commercial sexual exploitation of children (CSEC)
·     Trial skills
·     Interstate Compact on the Placement of Children
·     Substance use disorders, mental health, and co-occurring diagnoses
·     Trauma-informed treatment and trauma-sensitive courtrooms/offices/practices
·     Indian Child Welfare Act
·     Innovative legal service delivery systems, multidisciplinary practice, and law office management
·     Diversity and inclusion in the legal profession
·     Policy advocacy (specific reforms and skill-building)
·     Sessions geared toward Colorado practitioners (based on Colorado law and practice)

NACC strongly encourages and will evaluate diversity in abstract submissions, which includes diversity in faculty, topic areas, and geographic representation. NACC also encourages multidisciplinary faculty panels, presentations that include youth and parents formerly involved in the child welfare system, and presentations by Child Welfare Law Specialists.  Each abstract submission must include:
·     a description of how the session will address or impact racial equity, disparity, or underserved populations; and
·     how the voices and recommendations of individuals with lived expertise will inform or be integrated into the session.

Southern Regional Children's Advocacy Center is once again offering Team Facilitator 2.0, which is a three-month long training program designed for those professionals who currently perform the role of team facilitator for their MDTs.

Due to the travel restrictions around COVID, this training will be offered this year entirely online. The program will consists of two 2.5 day sessions (January 26-28 and April 20-22, 2021) and three follow-up group sessions in between.

Given the highly interactive nature of this program and the importance of participants sharing and reflecting on real-life experiences as team facilitators as a key component of the program, we require that all interested participants complete an application describing their current role.
