[OGIC] Revised OGIC draft legislative recommendation for review

Dear OGIC colleagues,

Per your guidance at the last OGIC meeting Cy, his staff, and I revised the draft legislative recommendation.  This version puts in more detail on outcomes (including pilot projects) and pitches the fee revenue item as a question for the legislature to answer.  We also tried to make the $ ask crystal-clear.

Please recall that the next steps are for Kay, Cy, and I to present our recommendation as a draft to the JLCIMT in mid-December.  A main objective will be to get feedback from the committee and assorted individual legislators to help us fine-tune this for OGIC finalization in January 2019.

We promised you a chance for one final once-over before we send this draft off to JLCIMT.  To meet their submission deadline we need any comments you have back to Cy and I no later than CoB Wednesday, November 14th.  Note that silence gives assent!
