Kevin,
Check with Corvallis. In my bicycling around town, I think I have seen some canopies in place in the parking lane.

Subject: [OMS_MANAGERS] Tents in Parking Spaces
Hey everyone,
Our City is trying to figure out the best way to permit tents or covers in the seating areas that now occupy on-street parking spaces. Has anyone else's government come up with a great solution they'd like to share?
We are looking at how these outdoor seating areas can be successful even after the rainy season begins, and tents with heaters seem to be the most likely desired solution. But... there are a lot of permitting challenges with that.
I know our City staff would love to chat with anyone who has ideas for us to explore in Beaverton.
