[OMS_MANAGERS] Main Street/Downtown paint codes

Stayton has specified colors for exteriors in our Land Use and Development Code for commercial and mixed use buildings in the downtown area. We have gone through a few iterations of the regulation in the past 15 years.
When I first got here, the Code said:

I asked around City Hall about where the “specific color palette” was and the answer was “Palette? There’s no palette.”
After completing a downtown plan, as we were drafting the implementing regulations, the Planning Commission wanted to continue to regulate color in the downtown area and keep the “earth tone” theme, so I developed the following language in the Code:

And the palette of acceptable colors was included in the Code:

That seemed a lot better, but we soon realized that the palette of colors varied depending on which computer monitor you were looking at and even more which printer they were printed from. So the application of the palette was “liberally applied” when a new coat of paint went up on a downtown building.
A few years ago the Design Committee of the Main St group approached the City with a suggested amendment to make the regulation and application of the regulation more clear. They produced some foam boards with actual paint chips that define the acceptable color ranges. The language in our Code now says:

And I keep two copies of the foam board in my office for reference. I have attached the handout I have produced to explain the color regulation and a photo of the foam board. While I have no allegiance to any one brand of paint, I do note that Sherwin Williams does identify the Light Reflecting Value of each color on their paint chips. I keep the complete Sherwin Williams paint wheel in the office and can compare a chip from other brands to Sherwin Williams colors and determine compliance with the LRV requirement.
I am not real comfortable with the broad discretion I am provided for approving trim colors and combinations. But it seems to have worked for the past 3 ½ years.
