As a local government we have a fine line regarding limiting free speech so if you're a non-profit you can be more restrictive on the content of the messaging, if that is a concern. I've attached our policy and also the form for banners. We don't have a lot of requests but the summer you can run into issues with timing because that's when most of the events are happening around town. City business is always priority.

Hello Everyone,
We recently had an inquiry into our Downtown Banner Program in which we manage. A question came from a non-profit group who wanted to make their own banners but have us install for a certain amount of time. Do any of your communities have a policy regarding outside groups and banner placement? I would be interested in hearing about those policies.
We see two issues: The cost and scheduling in-between our own new banners?
