[OMS_MANAGERS] Engaging business owners with funding

Our small town has a program
that the city offers, where businesses can apply for a reimbursement of materials, up to $500 for paint or glass repair, that kind of thing. It is effective every July 1, so a business could get $500 in June and re-applying July for another $500.
I do not know how fast or easy it is to apply for this $500. I do know that most businesses we have talked to just kind of blow it off, since $500 is not much, and their buildings all need more. But really, for a small business, $500 is 3-4 gallons of quality paint or 2-3 broken windows replaced. 
I was told that the reason it is only $500 for materials is that a few businesses took advantage of the money being given, and they charged for their labor. Our town is too small to fund property owner’s own labor in their own buildings. But we will give them money for some materials.
