[OMS_MANAGERS] Central Business District Expansion

Downtown Medford Association(DMA) is not part of the City, but the City is
currently working with a consultant to expand our CBD. DMA is looking at
starting an Economic Improvement District at the same time along with our
Urban Renewal is looking at expanding. It's fun times in Medford.
