If you're not familiar with the legislative process, here are a few quick tips on how to submit written or oral testimony that can make a real impact:
1. Be Clear and Specific: Start by identifying the problem your project addresses. Use plain language and focus on how your project serves the community-jobs, safety, access, or long-term savings.
2. Tell a Story That Sticks: Legislators hear many pitches. Make yours memorable. Share a real-life story that illustrates why your project matters. Make it relatable and relevant to today's priorities-such as housing, climate resilience, transportation safety, or economic revitalization.
3. Align with Legislative Goals: Review current legislative priorities (available on the Oregon Legislature's website) and explicitly show how your project helps meet those goals.
4. Keep It Brief but Compelling: Aim for 1-2 pages for written testimony or a 2-3 minute statement if speaking in person or via video. Stick to the key points-what, why, impact, and request. You generally have no more than two minutes. Rehearse. If giving remote testimony, try using https://cueprompter.com/ where your comments are timed and keeps you looking into the camera.
5. Leverage Your Local Legislators: Your state representatives and senators are essential allies. Keep them informed and involved early. Their support can carry significant weight during committee deliberations.

Just a quick followup after 3 ½ hours of public testimony on HB5531 this afternoon. The public hearing structure today was very constrained with so many people signed up to testify. Each speaker was given a grand total of two minutes to make their pitch in support of their project which were far reaching from water treatment plants to Head Start facilities. There was no testimony on sections of the bill itself, just individual projects and there were a lot of that as you can tell by taking 1:00 to 4:30 and dividing by 2 minutes. By the end of the hearing, only two committee members remained, the chair and the vice chair to do the 2:00 timing.

There will be a second public hearing next Friday where they will be taking testimony remotely at least. Also I believe written testimony will still be allowed on the link I shared earlier.

Section 10 (1) of that bill includes funding for the Oregon Main Street Revitalization Grant. The legislature has a public hearing for scheduled for this bill on Friday.
