Dear Donna,
Here is a free solution assuming your documents are community facing.
1. Create a free Google account for sharing, such as:“
cityclubsharing at gmail.com”, create a common password to be used by your
collaborative individuals. Use your administrative email as the recovery
email. Share your files to that email address.
2. When collaborators modify documents they add a note with their changes
indicating date and name. Another option is to create a change log page for
them to log their presence. Google drive will still log the version so that
specifics are accounted for.

The above removes the 7 day restriction on your collaborative team.
