Is it possible that it might have been West Woodburn rather than
Westwood? They had a post office established in 1912 and closed in 1934.

Where was Westwood, Oregon in 1919?  I checked McArthur's book and did
not 
find it listed.  My husband's half-sister's father lived there in May of
