So, a brief search of the Oregonian in 1930, (genealogybank.com) finds that
Judge Gilbert was a Multnomah County judge (a boy was "remanded to the
custody of the Multnomah juvenile court by Circuit Judge Gilbert").
However, on 5 July 1930, "United State Circuit Judge William Ball Gilbert
celebrated his 83d birthday yesterday. . . appointed to the federal bench
here in 1892. .ninth circuit. . .made a member of the United States circuit
court of appeals, taking this office January 1, 1912."
So, there were two?
The day after the default divorces are listed, May 3, there is an article
that refers to "Clarence H Gilbert, judge of the Multnomah court of domestic
relations and the juvenile court.."
So, the short answer to your question is the Multnomah County Clerk.

A brief Google search doesn't show a Judge Gilbert that would fit your
description. From the phrasing, "Circuit Judge Gilbert" was likely a state
circuit court judge, and not the federal judge from Portland that served in
San Francisco during the 1920s (a federal court would not handle a divorce).
Being in the Oregonian, it was also likely that a divorce decree reported
would be from one of the counties close to Portland so I would draw a circle
on the map and start exploring each county's circuit court - Multnomah,
Clackamas, Washington, etc.

Gilbert". Would anyone know which city/county court Judge Gilbert is known
to work out of? Where would I write to get a copy of the divorce petition?

P.S., Also in the Oregonian, on 14 Dec 1935, a Glenn Butler of 1505
Southwest Mill St., was busted for DUI. I am a deputy sheriff here in Utah
and would really love to get a copy of the DUI arrest report. Any
suggestions???
