OSPS News ~ Round 2 of 4: Three payroll OAMs placed out for comment

Good afternoon,
We have placed the second set of three Oregon Accounting Manual (OAM) payroll policies as out-for-comment and we're seeking agency feedback on them. The three OAMs are listed below along with highlights of the most impactful changes, which we're adding in lieu of a track changes document. Given the changes in format that have occurred, the track changes document is challenging to follow in our opinion. However, if you would like a copy, we'd happy to share it directly with you.
* 45.15.00 Payroll: Payroll Accounts Reimbursement<https://www.oregon.gov/das/Financial/Acctng/Documents/45.15.00%20Payroll%20Accounts%20Reimb-Final%20Draft.pdf>
* Definitions: Update section to include Joint Payroll Account, Mass Transit Account, and Payday.
* Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
* Updated language to replace Oregon State Payroll Services (OSPS) with the Workday Payroll System.
* Section 103: Added clarifying language to state that Workday provides a file through an integration process of payroll data to reconcile the DAS joint payroll account and references to reports agencies can run to reconcile data. A reference to OAM 45.17.00 was also added to refer agencies to the policy for the interface file.
* Section 105: Language was updated to align with current practices which reconcile the Mass Transit Account.
* Updates OAM policy format, renumbers and verifies references/authorities.

o Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
o Updated language to replace Oregon State Payroll Services (OSPS) with Workday Payroll System and Oregon State Payroll Application (OSPA) with Workday Payroll System.
o Section 102: Modified providing the name of the XREF report to add clarity to the policy and providing further information on the reconciliation process to ensure payroll data integrity.
o Updates OAM policy format, renumbers and verifies references/authorities.
* 45.20.00 Payroll: Cash Insurance Payments<https://www.oregon.gov/das/Financial/Acctng/Documents/45.20.00%20Cash%20Insurance%20Payments-Final%20Draft.pdf>
o Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
o Reference/Authority: Added ORS 743B.342 which provides for a continuation of benefits after injury or illness covered by workers compensation.
o Updated language to replace Oregon State Payroll Services (OSPS) with Workday Payroll System.
o Purpose was modified for clarity; This policy provides guidance on employee payments for insurance premiums made outside of the Workday Payroll System.
o Added Definitions to include general reference to the OAM 65.00.00 glossary to provide clarity to the policy, and add Employer agency and Joint Payroll Account.
o Language modified in section 101 to add clarity. Rather than assuming the employee payments are made by agencies, the policy now states "Employee payments made by the employer agency for insurance premiums outside of the Workday Payroll System will be made by money order, certified check, state warrant, Balanced Transfer (BT) or agency revolving fund check payable to the DAS Joint Payroll Account."
o Updates OAM policy format, renumbers and verifies references/authorities.

The items listed above reflect what we believe the highlights to be, but we're hoping you'll review the full set of proposed OAMs in their entirety when providing feedback.
