OSPS News ~ Round 3 of 4: Three payroll OAMs placed out for comment

Good afternoon,

We have placed the third set of three Oregon Accounting Manual (OAM) payroll policies as out-for-comment and we're seeking agency feedback on them. The three OAMs are listed below along with highlights of the most impactful changes, which we're adding in lieu of a track changes document. Given the changes in format that have occurred, the track changes document is challenging to follow in our opinion. However, if you would like a copy, we'd happy to share it directly with you.


  *   45.25.00 Salary Advances<https://www.oregon.gov/das/Financial/Acctng/Documents/45.25.00%20Salary%20Advances-DRAFT.pdf>
     *   Combined policy and procedure and updated section numbering and removed paragraph 104 of OAM 45.25.00.PR due to
     *   Updated language to replace Oregon State Payroll Application (OSPA) with Workday Payroll System.
     *   Updated language to replace Oregon State Payroll Services (OSPS) with Workday Oregon Division Services, or Workday Day Help Desk as needed.
     *   Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
     *   Added exclusions and special situations. New statement added: Where a state agency has an alternative procedure for advances of regular salary or wages.
     *   Various sections have modified and updated language for clarity and consistency.


  *   45.30.00 Dual Update Access<https://www.oregon.gov/das/Financial/Acctng/Documents/45.30.00%20Dual%20Update%20Access-DRAFT.pdf>
     *   Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
     *   Modifications in language throughout to include the Workday System and remove Position and Personnel Data Base (PPDB) and Oregon State Payroll Application (OSPA).


  *   45.37.00 Payroll - Review of Pay Period Time Off Reports<https://www.oregon.gov/das/Financial/Acctng/Documents/45.37.00%20Review%20of%20Month%20End%20Leave%20Reports-DRAFT.pdf>
     *   Moved language in the previous section .101 to the Purpose statement in the new policy format. Renumbered sections accordingly.
     *   Applicability section: Added language from OAM .01.05.00 to section to clarify that "If any provisions of OAM policies or procedures conflict with bargaining agreements, the provisions of bargaining agreements would supersede OAM guidance."
     *   Added definitions.
     *   Removed outdated information about leave reports following Payroll Run 2 and renumbered the remaining sections.
     *   Minor modifications throughout to provide clarity for the review of pay period time off reports.

The items listed above reflect what we believe the highlights to be, but we're hoping you'll review the full set of proposed OAMs in their entirety when providing feedback.
