[Libs-Or] Test proctoring

We proctor tests here at Jefferson County Library District in Madras, OR.
We do not charge for this service, but the local community college does.
Therefore, we get a lot of foot traffic. We have two designated proctors at
our library, the director and I. Because of the library layout and staff
schedules, I do the bulk of the proctoring.

After the student's initial phone call to see if we proctor exams, one of
us will get all contact information and any verifications of librarian
ability to proctor, set up for emails of test materials, fax numbers,
student info and test requirements. The tests usually take place in the
staff work room, if there is a free computer. Sometimes the student brings
a laptop.

We don't have a large staff work room, and it also doubles as storage,
processing, and lunch room. We have to work around that as well when
scheduling exams. It is not the ideal situation, but we make sure to
protect the student's privacy and keep the back room quiet. My work space
and desk are in the back room, where I catalog, so I am able to work as
well as watch the student, put in passwords, collect test materials if
needed for faxing, and insure the student gets a quiet room in which to
work.  The room isn't very big so they can't really get away with anything,
I will see it.

The only caveat I have is that library staff are aware someone is taking a
test in the back room. I put a "Quiet" sign up on the door and close it so
staff coming and going will modulate their voices and activities. The staff
are very good about this!

The students are quite appreciative that we offer this service at no
charge, and they don't have to travel to college campuses in Redmond or
Bend, 26 and 45+ miles away, respectively, to take their exams. The driving
in snow or on black ice in the winter can be a deterrent and this service
is helpful for students in a big way. I would recommend that any library
with a rural or lower wage population consider offering this service.
