Re:  State Fiscal Stabilization Fund Grant Application


Please find enclosed an application form for your grant from the federal State Fiscal Stabilization Fund (SFSF).

As you are probably aware, to mitigate a reduction in General Fund support for the State School Fund in 2008-09, the 2009 Oregon Legislature has planned on the use of $115.4 million from the State Fiscal Stabilization Fund, a new source of federal funding under the American Recovery and Reinvestment Act of 2009.

Although the Oregon Legislature has included these federal dollars as part of the State School Fund in ODE's budget for 2007-09, the U.S. Department of Education (USED) is requiring school districts and education service districts to submit an application to the Governor prior to receiving monies from the SFSF.  ODE is acting on behalf of the Governor in asking you to submit this application, which covers the $115.4 million distribution and any subsequent distributions in 2009-11.

It is important to note the SFSF monies are a federal grant and subject to federal restrictions, spending and reporting requirements.  Further, please note these monies are not in addition to the March 2009 district estimates from the ODE's School Finance Unit.

The USED has informed ODE that the SFSF monies are to be paid on a reimbursement basis.  You are allowed to claim expenditures going back as far as February 17, 2009, the effective date the Act.  You will be asked to provide detailed information on your expenditures of this grant at a later date.  Allowable and prohibited uses of the grant funds are described in the application form.

At this point, all that is required of you is to read the application and complete the "REQUIRED APPLICATION" on page 5.  Please return to ODE as instructed on page 1.

The USED will be issuing additional guidance to states regarding reporting requirements.  You will receive preliminary guidance from ODE within two weeks.

We also are attaching a list of districts' estimated 2008-09 SFSF grants.  We will assume, by your acceptance of this grant, that you will be able to provide evidence of allowable expenditures for the entire amount of your grant as noted in the attached list.  If you believe this will not be the case, please notify ODE when you file this application.  (For example, you may list the amount you believe you will be able to claim, on page 5 under the signature box.)

One final note:  We are aware there is some uncertainty about the relationship between the State Fiscal Stabilization Fund and the School Day Restoration Fund.  These are two separate grant programs.  If you have already submitted an application for the School Day Restoration Fund, you still need to submit the SFSF application.  For more information on these and other select funds for supporting K-12 education, please see the attached information brief from ODE's Office of Finance and Administration.
