Sleep Safe Listening Session
A huge THANK YOU to all of the Child Fatality Review Team Coordinators who were able to participate in the Safe Sleep Listening Session! Your participation made the event a success. Attached and below, please find notes on the major takeaways.
A Safe Sleep Listening Session with the county child death review teams and the Safe Sleep Oregon Coalition was held on 9/14/22. The listening session was an opportunity for the Safe Sleep Oregon Coalition to learn from county child death review teams about what they are experiencing in their communities around sleep related infant death and the identified barriers to promoting safe sleep in their communities. Themes from the discussion included:
* Importance of working with hospital partners, child care providers and home visitors to share safe sleep messaging
* Need to talk with families about normal infant sleep
* Desire to support tired caregivers and families dealing with a lot of stress
* Success of peer to peer messaging, faith communities as messengers, and partnering with emergency responders
* Generational differences in safe sleep recommendations/importance of grandmothers
* Substance use as a risk factor and substance use disorder treatment providers as potential partners in messaging
* Need for messaging to: be relevant and individualized; reach young parents; be culturally sensitive; include harm reduction
* Use of motivational interviewing in safe sleep conversations
* Difficulty in finding safe sleep environments for families living in trailers or cars

Drowning Deaths in Oregon
Attached and below please find information from OHSU's child injury prevention program regarding drowning deaths in Oregon.
According to data from the CDC, children in Oregon drown at higher rates that surrounding states:
o 26% higher than the national rate
o 42% higher than Washington
o 72% higher than California
Between 2006 and 2020, almost 200 children under the age of 17 drowned in Oregon, with the majority drowning in natural water on public lands. The CDC estimates that for every drowning death, there are 8-10 children survive a significant drowning event, leaving many with chronic impacts and disabilities.
Further, children of color drown almost twice as often as white children, demonstrating the disparity that exists in terms of swimming and water competence skills in our community.
Current Oregon Law (OAR 250-010-0154<https://urldefense.com/v3/__https:/secure.sos.state.or.us/oard/viewSingleRule.action?ruleVrsnRsn=270388__;!!NkmFlfIdMx7bHWw!uG0ZHJ9uzlyRZUvJ1V5EtQNCQWrf3YCoqJnUO9vFHlv8XBxFq-P08a5vD11cjbzsalJuGifbYPNQ9_4KbPqOTJK3ngKBBJaNqE1t$>) requires use of a Coast Guard Approved Personal Flotation Device (PFD) use for children 12 and under only when on a boat that is underway. Children floating on inflatable or foam conveyances (inner tubes, pool mattresses, etc) are not required to wear a PFD.
Proposed legislation would increasing the PFD requirement age on boats to 15 and under, and adding language requiring all children and youth aged 15 years and under to wear a U.S. Coast Guard Approved Personal Flotation Device, of the appropriate size, when floating on an inflatable pool toy, inner tube or foam floating product on natural water on public lands, outside of a designated swimming area. This is intended to include inner-tubes, inflatable or buoyant foam pool toys, rafts, or other conveyances.

Attendees will encounter plentiful opportunities to learn, connect, and heal, and will leave with relevant networks, skills, and training, along with to-do lists for improving suicide prevention and mental health promotion efforts in their own communities.
OSPC 2022 - Reconnecting to Hope: Growing Responsive Communities - focuses on rebuilding and growing connections between individuals, providers, local and state resources, advocates and prevention leaders. These connections strengthen networks of community support and create systems that can respond with compassion and care to address the unique needs of individuals - lifting Oregonians to reconnect to hope when they are struggling.
