[MyOEBB] OEBB -- Request for Input on Healthy Futures Program

[MyOEBB system updates]

Dear OEBB Stakeholder:

The OEBB Board is currently considering wellness options to build into the OEBB benefit plans for the 2013-14 plan year, and they are asking for your input before the next Board meeting on April 25, 2013.  We know this isn't a great deal of time, but believe that many of you are already familiar with at least some of the aspects of the proposed Healthy Futures program as it has been discussed in public meetings of the Board, the Healthy Futures Workgroup and the Benefit Information Exchange (BIE) over the past two months.

Attached you will find three documents:
1.    A summary of the recommendations made to the OEBB Board by the Healthy Futures Workgroup,
2.    the proposed communications timeline, and
3.    a draft agreement that would appear in the MyOEBB system

This Open Enrollment period, beginning August 15, 2013, will be a mandatory Open Enrollment, meaning each benefit-eligible employee and early retiree in OEBB  will be required to log in to the MyOEBB system and actively select their medical, dental, and/or vision plans, or waive or opt-out of coverage (if applicable). Note: Optional plans like life insurance, long-term care, AD&D, etc. will remain in place and will not need to be re-elected.

As part of this mandatory enrollment process, the employee/early retiree will be asked to select whether or not they wish to participate in the Healthy Futures program. Participation is optional, but every member must declare in the MyOEBB system whether or not they choose to participate. Those who do participate will be eligible for a lower deductible on their 2014-15 OEBB medical plan.

Please review the attached documents. Are there elements of the program you feel will be particularly important or problematic? Do you agree or disagree with anything in the recommendations? Do you have additional suggestions? Send your feedback and comments to:  OEBB.Board at state.or.us<mailto:OEBB.Board at state.or.us> by close of business on Tuesday, April 23, 2013, to allow us time to prepare and share your input with the Board as they consider moving this program forward at the April 25 Board meeting.
