Hello

Welcome to open enrollment for plan year 2022-23!  We look forward to a fantastic open enrollment this year.

Timelines

  *   Enrollment opens up in MyOEBB on August 15th and runs until September 15th.

  *   If you are ending open enrollment earlier than September 15th, you must communicate this to your employees (OEBB would appreciate knowing this also).
  *   MyOEBB will be down on Sunday, August 14th for another mini-rollover and will open up at midnight for open enrollment.
  *   MyOEBB will be down on Wednesday, August 31st at around 8 pm until Thursday, September 1st around 9 am for invoicing (please don't schedule labs during this time).

FAQs

  *   Open enrollment is required (mandatory) which means members MUST take action in order to be enrolled in medical, dental and vision for October 1st.

  *   If members experience a QSC during open enrollment (new hire, marriage, birth, adoption, etc.) please process this change as a QSC in MyOEBB and don't forget to save this QSC.  Failure to do so may results in members having a 12-month wait on dental and not qualifying for the GI on optional plans.
  *   Only process an employee's open enrollment changes if you have a form/email documenting their choices.  Please keep this documentation.  Never do enrollments over the phone.
  *   Members that save enrollments in MyOEBB will receive an email from OEBB the following day confirming their actions.

Rules

  *   OEBB is in the process of repealing administrative rule 111-015-0005 that continues member benefits during the COVID-19 pandemic. These administrative rules were effective during the time in which the Governor's Executive Order (EO) 20-03 was in effect. The EO was the result of a declaration of an emergency due to the public health threat posed by the novel infectious coronavirus (COVID-19). Executive Order 20-03, in part, addressed filing temporary rules to provide services and support during the Emergency Declaration. OEBB filed temporary rules and then went through the permanent rulemaking process to ensure they did not expire, as Oregon was still in a declared state of emergency. The Governor rescinded EO 20-03 April 1, 2022, and thus the declared state of emergency is lifted. OEBB Board Leadership recommended the repeal of these rules to coincide with OEBB's current benefit plan year, which ends 9/30/2022.

MyOEBB
Check your unsaved QSC's. Any unsaved QSC will not travel over on the weekly file to the carriers and your employees will not have any benefit coverage.
On your Home Page Alerts under Pending Action Items you will see the unsaved QSC's.

Unsaved QSC from the Admin Module - would be any QSC that you have started. This is usually if you enroll in the mandatory plans and leave the remainder for the employee to complete through the Member Module. This would also include any "Change of Employment QSC" that is not completed. Change of Employment QSC must be completed by entity admins as the employee cannot complete through the Member Module.
Unsaved QSC - This will show all unsaved QSC's. You can filter by New Hire only. This will show you the coverage effective date and when the QSC will expire. Remember, the employee only has 31 days to complete a New Hire QSC through the Member Module. After that the Entity Admin will have to complete. Any other QSC must be completed by entity admin. This includes change of employment, active to retiree, marriage, birth, etc.

Unsaved QSC from the Member Module - This will show employees that did not complete the final save in the Member Module.

The report is the Member Enrollment Report.
